Legislators violating legislation with red lights | | | Early Times Report JAMMU, May 15: The Government laws are flouted with impunity by none other than peoples representative (MLAs) who are entrusted with the job of not only making legislations but also ensure that these are implemented in letter and spirit. According to proviso of rule 108 of the Central Motor Vehicles Rules 1989, the Central Government Notification No. 52 (E)/ 11-01-2002 of the ministry of Road Transport and Highways bars MLAs to use flasher red lights on their official vehicles. As per the order the at any time the number of vehicles with red lights in the State shouldn't exceed 50. Only Governor, Chief Minister, Deputy Chief Minister, Ministers and other important heads are entitled to use red lights. But this order has been either ignored or thrown to dustbin by the person who have made this legislation. The malice of assuming importance by flashing red light is deep in the State that even nominated members of the Assembly and Council make it a point that their vehicles must by decked up with the red light. Not only that even the put up this symbol of self importance even at their private vehicles- which is not only violation of rules but gross disrespect to the democratic institutions, which made this rules and of which they are part of. Ironically, Chief Minister Omar Abdullah, who is the head of the State, while showing least concern for strict implementation of the order, announced in the Assembly that all MLAs will be provided fresh new vehicles. However, what he missed in the announcement, is to add rider that MLAs should not use red lights on these vehicles as they have been barred from doing so. The malice is so deep that even person who have been provided security- though in most of the cases it's managed by the influential people- the official vehicle provided to them also carries that red light. Though the State Government doesn't provide information about how many people have been provided security but what it can do is to tell these 'protected persons' to stop using red lights. It's not only the MLAs or heads of institutions are floating laws but even administrative and police heads are doing so. The notifications clearly says that Deputy Commissioners and district police heads can use it while moving in their districts. But not only their vehicles are fitted with this' prestige symbol' when they move outside the district but even family members move in this red light fitted vehicles, when they are not entitled to do so. |
