| Let the separatists decide | | Self determination or unity of JK? | | Early Times Report
JAMMU, May 15: After Professor Abdul Ghani Bhat's Sopore statement, the separatists have stressed need for enforcement of right to self determination as guaranteed by the UN resolutions. Bhat had ruled out a solution under UN resolutions. The statement won him severe criticism.
Mirwaiz Umar Farooq, Shabir Shah and many others have issued statements saying the UN resolutions alone can solve the long pending dispute. Syed Ali Shah Geelani is scheduled to hold a seminar shortly on the issue. Geelani, it may be mentioned, has ruled out all other solutions put forth by various actors.
Interestingly, all the separatists including Geelani have been opposing division of the State as well. But can self determination and unity of State go together in a State like Jammu and Kashmir where people profess different faiths and speak different languages. Are the separatists aware of the aspirations of the people of Jammu region? Do they know what the people in Ladakh want?
The separatists say that the Jammu Hindus and Ladakh Buddhists will also exercise their franchise when a referendum to ascertain the wishes of the people is held. This means, the minorities will have to abide by the decision of the majority. Or to put it plainly, the will of the majority shall be thrust on the minority.
Self determination, as is evident, means a decision taken by a person out of his free will and consent without any coercion from any quarter whatsoever. When a person takes a decision concerning his future, he is said to have exercised his right to self determination. But when the decision of the majority is imposed on a minority, it can be anything but self determination.
Jammu Kashmir has heterogeneous population. When separatists talk about unity of the State, they have to take measures to ensure it. How to achieve the goal? By imposing the will of the majority on a reluctant minority, the state can be held together for some time but for upholding this unity the very purpose and object of self determination shall be defeated. |
