India, US must adopt policy of multilaterlism

States have shown in the recent years especially after 9/11 event in U.S and Mumbai terror attack in India in 2008 ,between them have fostered their relationship and reliance at the United Nations. This was neither seen nor felt or observed earlier and always found lacking due to mutual developed mistrust. The amount of confidence building measures have erupted owing to the sense of realisation which dawned upon both of them by realising that both the nations are equally vulnerable to terror attacks owing to their striking similarities of their cosmopolitan character. Their enemy is one and so the need of the hour is to forge an alliance to meet the threat before venom causes an irreparable loss to both of them.
In process of doing so, series of multilateral diplomatic thoughts highlighting the convergent and divergent views have been emphasised and shared together to find out newer means and ways to come closer since year 2001 .The one among the most encouraging signs of bonding nearness was felt when U.S. President Barack Obama announced during his visit in November 2010 at New Delhi that U.S. supports India as an eventual permanent member of the Security Council. Such type of inclination from the U.S. towards India was clear cut sign of improving relations heading towards scaling vertical mobility in various fields of life including trade ,import-export ,informational technology and educational and employment opportunities etc.
The U.S. keeps statistics on coincidence of voting in General Assembly and India like many countries secures low marks on certain issues, particularly on Israel and the Middle East, embargo on Cuba and above all human rights reports .In 2010 and 2011 ,India voted similarly to the U.S. on about 25% and 33% of all the recorded votes in the General Assembly respectively . And when more agreed votes are also included, both India and U.S. account for 85% of the votes. During India's current tenure as a rotating non- permanent of the Security Council since January 2011, the two nations have differed equally on different subjects as well. e.g. India emphasised for Brazil and South Africa to gain equally permanent status in the Security Council whereas U.S. seemed to vote for Russia and China over U.S. /Britian /France block on the contentious issues . India ,like Russia and China abstained on March 2010 resolution authorising a no fly over zone over Libya and like them believed that the NATO forces gone beyond the council's mandate in the following months.
On Syria, India pursued and adopted a neutral policy by holding this contention that foreign military intervention must be ruled out by aligning itself to the West and the Arab League even that fell to China and Russian vetoes. Whatever may the reasons have remained so far ,the prime time of the hour is that both these nations need to work closely at the United Nations befitting the 'Strategic partnership 'the two nations are forging .Undoubtedly they are already doing so in the Security Council on issues ranging from Counter-terrorism to anti piracy policy ,to Afghanistan. Improving cooperation on the other issues should be achievable but it will require some sort of creative thinking by both sides and a willingness to take each other's views into account . First of all, the US needs to the value India's strategic autonomy. The U.S. and India will always have different interests showing their geographic, economical, and strategic .By appreciating one other's views, realities in deciding the voting patterns will also sea change .India wishes to ascertain why it is in its own interest to vote with the Western bloc. Secondly, both these nations require communicating uninterruptedly in New York. 'No surprises ' should be the rule. The practice of the Security Council's five permanent members to consult among themselves can mean decisions are made before an issue is discussed with other members of the councils.
Thirdly Multilateralism topics should be on the table when ever our leaders meet in New Delhi and Washington. This June's third meeting of the US -India offers a golden opportunity to accomplish the left over discussions and evolve consensus at the earliest.
And last but not the least, both U.S. and India must need to consult more closely on Security Council reform and not just because the U.S. now supports India's bid for permanent membership. In fact the trio of U.S., India and U.N. would all gain from this outcome. For achieving this end ,both these nations must adopt a pragmatic approach because there are already similar unresolved issues like China 's opposition to Japan's entry as a permanent member, Africa 's demand for two permanent seats in the United Nations ,Over representation of Europe in case Germany gets Permanent membership and then the role of veto etc. Certainly such sort of pending demands can hamper India's prospects and cause un desired delay to some extent but out rightly cannot negate the claim of India in the light of growing prowess in various spheres of the life and her accomplished role in G-77 group and upcoming closer to the heel of the China 's superpower in South Asia in restoring normalcy and ushering peace in trouble torn strife regions of the world so far. Anyhow amidst the shifting of global power structural role, India's case grows stronger but for maintaining its desired need ,India need to deal with the issues tactfully and ask to show strength displaying leadership qualities. Until we don't adopt such a vision and a man of wisdom does not ably project our case honestly in the United Nations , there can never be hope of an immediate success. Apart our sincere relations with U.S. must keep on growing because the effectiveness of U.S 's projection for India cannot be over sighted and is the only ray of light to yield dividends amidst any type of resistance or opposition.
