Central Govt puts condition on fund release as PHE fails to submit UCs

JAMMU, May 16: Failure of Public Health Engineering (PHE) Department to submit audited statements and Utilization Certificate (UC) for the last two financial years (2009-09 and 2009-10) has forced central government to put condition on the release of second instalment of funds under National Rural Drinking Water Programme (NRDWP).
The scheme is being implemented by the PHE to provide potable drinking water to rural and far-flung hamlets in the state.
Official sources said that audited statements were to be submitted by February 15, 2011, but the target was not met despite repeated reminders.
Even in projects like Indira Awas Yojna (IAY), Swarnjayanti Gram Swarozgar Yojana (SGSY), Integrated Wasteland Development Project (IWDP), Border Area Development Programme (BADP) and above all NREGA, the flagship employment generation scheme, state had failed to submit regular Utilization Certificates (UT)s in the past.
Despite repeated directions by the Union Rural Development Ministry, state has not submitted the details of achievements and areas covered under the scheme. Few months back union ministry has also written a letter to Chief Minister Omar Abdullah, urging him to direct the officials to submit the required documents.
Officials said that conditions include submission of Utilization Certificate (UC)s showing utilization of 60 per cent of available funds during 2011-12, submission of audit report for NRDWP from the Auditor General for 2008-09 and 2009-10 and audited statement of accounts of State Water and Sanitation Mission from CAG empanelled Chartered Accountant for the period 2008-10.
"The Union Ministry has given the October 31 as last date for submission of the documents but so far PHE has failed to submit all the required documents, delaying the fund release. It will further affect the implementation of the centrally sponsored scheme", said a source on condition of anonymity.
Sources maintained that even the first instalment of Rs 233 crore was withheld by the centre and was released only after intervention of Chief Minister.
