Bring Omar's tweets, not water under metering system

Jammu, May 16 :-Once the National Conference led Government implements its decision on metering drinking water consumption people in the towns of Jammu and Kashmir will have to consume water within limits failing which they may have to bear additional expenses.
People already have to pay for electricity consumption according to the metre reading. It is something different if people have to pay electricity surcharge, metre cost and other expenses including the minimum of the load whether they get the power supply for nine out of 24 hours or for three hours out of 24 hours.
Similarly it is not the job of the Government to delink metering from the drinking water supply position. Asked the rationale behind the move to install metres the PHE officials said that this was being done for measuring water consumption so that people learn austerity in intake of water and avoid waste of water. But they have no answer when reminded that there was no scope of wasting water when its availability has failed to keep pace with the demand.
The NC led Government has already hiked power tariff and it has decided to instal electronic metres for measuring electricity consumption in areas and vicinities which had not been covered under the programme during the last five years.
Explaining the need for instaling metres the PDD officials said that it was being done to check misuse of electricity.
These very PDD officials are mum when reminded that when there is acute power shortage leading to prolonged outages what was there to be wasted or misused.
However,both the PDD and PHE officials confirmed that the decision to instal metres was part of the programme of additional resource mobilisation.Yes,it can make the NC led Government so much self-sufficient in resources that it may not have any need for banking on huge financial assistance and aid from the Central Government. What a joke ?
And if the Government,that has been seen violating norms fixed by the Finance Minister for observing austerity measures, is interested in generating additional resources it should start metering speeches and statements of Chief Minister, his Ministerial colleagues and all political leaders.Even if taxing these speeches and statements was subsidised it would still enhance Government's revenue which could facilitate it to set up health centres in some villages.And if the Chief Minister's tweets are taxed and are brought under the purview of metering system it could generate as much resources as are needed for setting up a couple of hospitals in some remote districts.
And if the Government starts taxing speeches and statements of separatists the ruling coalition could set up a medical college in the state and that is possible if the separatists do not boycott paying taxes by observing silence.If they do so it may lead to the end of 50 per cent of political and security problems in Jammu and Kashmir.
After metering electricity consumption the Government starts metering water consumption time will come when the Government headed by Omar Abdullah may start metering air consumption. People who inhale more polluted or pure air may have to pay in rupees if not in dollars if air consumption is brought under metering system.
Yes there is need for introducing metering system for noise making people and vehicles.Once it is done it may lead to marked reduction in the level of noise pollution in Jammu and Kashmir.Above all it may lead to order and discipline in the two Houses of the State Legislature.
It has been seen that political leaders use their lung power to its maximum when they participate in the House proceedings in the Assembly and the Legislative council.The members of the two Houses of the State Legislature, raise the pitch of their voice so high that the entire House comes under the impact of noise pollution.
Hence bring noise pollution under metering system to ensure discipline in the two Houses of the Legislature where members would be seen airing their views on various issues through whispers and polite gestures.
