| Material purchased on exorbitant rates, huge loss to state exchequer | | SVO registers case against Ex. Engineer | | Jammu Jan-29 State Vigilance Organization registered a case against former Executive Engineer Project Circle Division-I, Srinagar and others for purchase of road markers and Traffic Bollards, worth over Rs.56 lakhs, on highly exorbitant rates, without any requirement thereby causing loss of lakhs of rupees to the state exchequer during November- December 2003. All the Traffic Bollards purchased are lying idle in the departmental stores. On receipt of an input the SVO conducted verification which revealed that Executive Engineer Project Circle Division 1st (R&B) Srinagar in the course of a criminal conspiracy with the supplier M/s R.Deen Trading Corporation, Chandigarh placed supply orders in a single day, on December.2003, for purchase of 4500 Road Marker and 126 Traffic Bollards without any budgetary allocation for effecting such purchases. The Executive Engineer with dishonest intent and without any competence and without inviting tenders or ascertaining the reasonability of rates, purchased Road Markers at an exorbitant rate of Rs.795/- per piece from M/s R.Deen Trading Corporation, Chandigarh to confer undue benefit upon the supplier firm and to himself. The verification further revealed that the purchased Road Markers, each weighing between 600 gms to 610 gms, manufactured by sand casting method, is made of scrap aluminum material with a pair of reflective glass beading strips. A market survey conducted by the SVO has found the cost of scrap aluminum at Rs.75/- to Rs.85/- per kg and cost of a pair of reflective glass beading strip at Rs.40/-. Similarly the Traffic Bollards were also found purchased at highly exorbitant rate of Rs.9995/- per piece. The verification has revealed that Executive Engineer had no competence to make such purchases. Enquiries also revealed that an amount of Rs.56,15,693/- was found paid to the accused supplier as against an amount of Rs.53,68,925/- mentioned in his bill, resulting into excess drawal and subsequent misappropriation of Rs.2,46,768/-, as the excess amount drawn, has not been accounted for. A case FIR No.5/2007 P/S VOK U/S 5(2) P.C Act r/w 120-B RPC has been registered and investigation taken up.
