Institutionalized corruption in DDK Srinagar was stimulated in 2010

Srinagar, May 19: Institutional corruption in Jammu and Kashmir is now an open secret and very often startling revelations about corruption being legalized in the departments come to the fore, however, Radio Kashmir Srinagar and Doordarshan Srinagar the twin institutions which are directly under the control of central government have broken all the records in siphoning
off the money in a deceitful manner.
In 2010 some startling revelations were made about the missing of some antiques of Maharaj's time from the Hospitality and Protocol Department. Sources said that some of these historical antiques were gifted by the government to many VVIP's who visited Kashmir in recent past. This was followed by yet another but equally astounding revelation in October 2011, that the
official document, lying with state government, which contains valuation details of Kashmir's last autocratic ruler's treasure, has gone "missing,".
The steeling of ancient gems and carpets was brushed under the carpet with the argument that it was malicious campaign of the opposition parties to malign the government.
It was around the same period that Parliamentary Standing Committee on Information Technology visited Kashmir between June 20-24, 2010 when entire Kashmir was in flames. The standing committee headed by Rao Inderjeet Singh visited Radio Kashmir Srinagar and Doordarshan Kendra Srinagar to have first hand information about the latest means of Information Technology applied in the government controlled electronic media in Jammu and Kashmir. Coincidently, the Prasar Bharti had appointed a new station Director for Radio Kashmir around the same period in the month of May, 2010 who was allegedly involved in financial irregularities.
Radio Kashmir Srinagar staff at that point of time went on strike for weeks together demanding replace of the then station director which prompted the Parliamentary Standing Committee on Information Technology to visit the twin institution of Radio Kashmir and Doordarshan Srinagar for first hand information about the happenings there.
However, every one was taken aback when the members of the committee accepted the gifts presented by none other than the station director who was under fire. The gifts included expensive Kashmiri artefacts, handicrafts and the world best quality saffron worth lakhs of rupees, Tea Cozy Sets, Table covers, Coaster Sets Papier Machie, Crewl Embroidery and carry bags.
From here starts the era of institutional corruption and financial irregularities in DDK, Srinagar and Radio Kashmir. Stimulation is such that payments worth lakhs of rupees have been "fraudulently" drawn by the programme head of the Doordarshan Kendra Srinagar under fictitious names, as also in the names of her relatives and acquaintances over the past 10 years.
Scores of accounts were opened in J&K Bank and State Bank of India years ago by the official.
While some of these accounts are in the names of her relatives, others are just fictitious characters - some in the names of gardeners, drivers and other domestic helps and acquaintances, who were shown as engaged for different programmes produced by the officer and
payments worth lakhs were subsequently drawn.
"In some cases the people do not exist in reality but in bank accounts they do; and then there are instances that people in whose names accounts are operated do not actually know of it - it's only that the cheques are remitted to their accounts and then the ATM or Debit cards are used to withdraw the money," informed a source, who claims being privy to such financial transactions.
