Congress' double game: Panchayat poll process 'incomplete'…. | Rhetoric on empowerment continues with 'resolution' | | Early Times Report Jammu, May 19: Congress has perfected the art of playing double games. On one hand it continues to enjoy 'bonhomie' with its coalition partner National Conference , seldom asserting on the issues core to its ideology just for the sake of sharing power and on the other hand it conveniently befools people on the same issues using politics of rhetoric. In veiled attack the party leadership expresses that it wants things to happen but is unable to do because its ally does not cooperate. One wonders why it continues to take people for a ride…? In its delegate convention the leadership has demonstrated this attitude once again. In what can be seen as the only important political resolution, Congress while reasserting its commitment on the need to have 73rd and 74th constitutional amendments in place, it feels the process of Panchayat polls is not yet complete for want of certain measures which have not been taken despite government's assurance. Apart from emphasizing the need for incorporating these amendments, Congress leadership has also indicated that what makes the Panchayat polls incomplete is failure to put in place block development councils and Boards , which can go a long way ensuring people's participation in socio economic development at the grass root level. One fully agrees with the argument of Congress and is prompted to praise the concern of the party in that direction. But what makes the scene and approach of the party look so cosmetic is the hard fact that Congress is the major alliance partner in J&K state. Along with ruling party NC, it has tired itself in taking the credit , patting itself for conducting what it claims to be the landmark exercise of Panhayat polls after several decades in J&K. From Parliament to Assembly, the party has umpteenth number of times termed as major achievement of not only the state government but also the UPA government at Centre, not to speak of public rallies where the leaders have been celebrating it as no less than a huge victory, complimenting and congratulating the masses for massive participation in the elections. For the last over one year it has been hobnobbing with NC in trying to project that much has been done to empower the Panchayats in post election process. While NC, whom this empowerment Congress way empowerment doesn't suit politically has been conveniently delaying all that Congress wants, the latter has also been taking this hands down, albeit frequently making political rhetoric of need to empower panchayats the way late Rajiv Gandhi had envisioned it. One wonders what is this double game aimed at and why it continues to befool the masses , this time now trying to mean business by adopting a resolution in the delegate session.
