| About 1400 MW Dul Hasti, Pakul Dul being transferred to J&K: Jora | | Centre agrees proposal of CM to this regard | | Jammu, January 29 Minister for Power Mr. Nawang Rigzin Jora today told Legislative Assembly that state government is expecting transfer of 390 MW Dul Hasti and 1000 MW Pukal Dul Power Projects from centre to J&K as compensation in lieu of the disadvantages position state has been put into due to Indus Water Treaty. He said Chief Minister Mr. Ghulam Nabi Azad has advocated state’s point of view in this regard stressing the central assistance in power and irrigation sectors to the state to make good of the losses adding that centre government has in principal agreed to transfer the two projects to the state. Winding up the discussion on demand of grants under his ministry Mr. Jora presented a detailed scenario of power situation in Jammu and Kashmir alongwith the measures afoot to boost up indigenous power generation, upgradation of transmission and sub-transmission system and electrification of uncovered and partially covered villages and habitations. He said Baghliar Power Project is likely to be completed by the end December 2007 whileas Rs. 700 crore Sawalakote hydel project with 1200 MW capacity, Rs. 2400 crore Kiru project with 600 MW capacity, Rs. 1800 crore and 320 MW Kewar project, Rs. 2200 crore and 560 MW Rattel power project, Rs. 7000 crore and 1000 MW Pakal Dul hydro electric project, Rs. 7000 crore and 1000 MW Bursar and Rs. 2100 crore and 240 MW Kirthai hydro electric project are coming up in the state in near future. This he said would give considerable relief on account of power availability by means of local generation. He said hydro power generation potential of the state has been registered at 20000 MWs of which 16000 MW generation identified, however, he added, a huge financial resources are required to harness the available generation potential. He said at present level of demand state requires 4000 MWs to cater to the local requirements and on a conservative accounting about Rs. 25000 to 30000 crores are required. Saying that availability of adequate electricity is soul of socio-economic development Mr. Jora said that a balance between the expenditure incurred on power generation and its distribution has to be effected with the revenue realization so that unabated losses accrued on account of power thefts and transmission losses are made good of. Comprehensive measures have been initiated to reform the power sector and make it more resource generating and people-oriented, he said. Power minister said that in order to cut down the transmission and distribution losses and make the system more effective and upgraded, central government has approved Rs. 1350 crores for the state in principal under Prime Minister’s Re-construction Plan. “By this we will be able to achieve required transmission capacity in the grid system by the end of 11th five year plan”, Mr. Jora added. Describing sub-transmission and distribution system as cutting edge of power system, Mr. Jora said that under APDRP programme sponsored by the central government the system would be strengthened with initiating corresponding reforms. He said about 1100 crores are expected as central support for the programme. He clarified that the objectives in the scheme are the system augmentation of power network and checking transmission and distribution losses. He said government intends to bring transmission losses to 20% within five years from 46% at present thus enhancing billing efficiency from current 65 % to 100 percent. . Mr. Jora said that in order to augment power supply in villages and cover un-covered and de-electrified areas recorded as 265 villages and 9525 hamlets, another centrally sponsored scheme RGGVY under Bharat Nirman has been launched in the state. The state would implement the scheme in seven districts and NHPCC will look after another seven districts. He said the schemes for each district will be implemented under a turnkey contract. The Minister said the government is keen on energy accounting and bringing accountability in the power distribution in the state for which he said metering has been initiated in the state. He said the process is picking up and with the installation of electric meters, both energy and power infrastructure would be saved considerably. He said 40% consumer metering is targeted to be completed by August 2007 and 100% consumer metering of Jammu and Srinagar cities during the same period. On the demand of several members for granting funds for urgent repairs of power infrastructure, Mr. Jora informed that Chief Minister has decided to grant Rs. one crore to each district as additionality and every constituency would get its due share out of it. Referring to the construction of mini hydel projects in various areas within the targeted time period, he said to ensure timely launching and completion of these projects a high powered committed under the Chief Secretary has been constituted for the purpose. He said efforts are on to put every project on fast track and avoid delays of every nature in the commissioning of power projects. Earlier, Mr. Jora moved demand No.6 for an amount of Rs 320749.77 lakh asking the approval of the House for granting the amount to defray charges coming in course of payment during the year ending March 31, 2008 in respect of the departments under his ministry. M. Jan, Mr. Raman Mattoo, Mr. Ashwani Sharma, Mr. Jugal Kishore (BJP), Mr.Yogesh Sawhney, Mr. Javed Rana, Mr. Nazir Ahmad Gurezi, Mr. Balwant Singh Mankotia, Mr. A. R. Veeri and Mr. G. A. Mir moved cut motions to the grants to discuss issues pertaining to Power Development Department. Besides, Mr. Gharu Ram, Mr. Girdari Lal, Mr. Zahoor Mir, Mr. G. M. Saroori, Mr. Kafiul-Rehman, Mrs. Kanta Andotra, Mrs. Shanti Devi, Mr. Sartaj Madni, Moulvi Abdul Rashid, Mir Saif-ullah, Dr. G. N. Bhat, Mr. M. S. Akhoon, Mr. Sham Lal, Th. Puran Singh, Mr. Ghulam Raza also participated in the discussion. Later, the House passed the grants.
