Prof Hari Om extension proposal not responded in time | High level enquiry was against Varun Sahni not Amitabh Mattoo | | Early Times Report Jammu, May 20: Even as Jammu University continues to be under the shadow of controversies with regard to setting up of enquiry panel to probe the complaint against the senior functionaries from time to time The official letter issued by Governor Secretariat dated 15 December, 2011 to the Office of Chief Minister has substantiated that the proposal with regard to granting extension to Prof Hari Om as Maharaja Gulab Singh Chair Professor for a period of one year was not responded to by the concerned authorities despite approval and recommendation from the then vice chancellor. The official letter issued by Principal secretary RK Goyal clearly mentioned this matter and has take a note that despite the extension of tenure by one year was recommended In favour of Prof Hari Om but this was overlooked and not responded to in time by the concerned quarters. The high level enquiry committee that probed administrative impropriety, favouritism and financial irregularities in Jammu University (JU) had nothing to do with the tenure of former Vice Chancellor Dr Amitabh Mattoo. In fact, the tenure of his successor Prof Varun Sahni was the focal point of enquiry. The official letter issued by Governor Secretariat dated 15 December, 2011 to the Office of Chief Minister is testimony to this disclosure. As per letter, the Governor, who is Chancellor of the University, was annoyed with Prof Varun Sahni (Tenure: December 2008-December 2011) as the latter had not reverted to the complaints forwarded by his Secretariat. Prof Sahni didn't bother to submit report even on some very specific allegations against the senior functionaries including him as well. The Governor Secretariat received several complaints that had specific verifiable allegations relating to the administrative impropriety, favouritism, financial irregularities, etc against the Vice Chancellor and his other colleagues in University administration. The report in this regard was sought from the University, but University didn't respond in the matter, even after 3 months. Even, the Financial Advisor's references to the Vice Chancellor/ Registrar on the above referred complaint seeking further details/ report regarding the allegations of financial irregularities evoked no response, despite reminders. The continued silence of the University authorities on the complaints referred to them by the Chancellor's office and the Financial Advisor generated an impression that all is not well with the affairs of the University of Jammu. This formed the very basis of enquiry. Finally, the Chancellor Office ran out of patience and desired from the office of Pro-Chancellor (Chief Minister) to exercise his power under Section 11 of Kashmir and Jammu Universities Act and order enquiry into the matter. Accordingly, the Pro-Chancellor of the University constituted Enquiry Committee headed by none other than the Chief Secretary on April 26, 2011. The other members of the committee included Principal Secretary Planning and Development, Commissioner/ Secretary Finance and Commissioner/ Secretary Higher Education Department. The enquiry committee finished the task in December 2011 and submitted the report. Currently, the enquiry committee report lies with the incumbent Vice Chancellor Dr M P S Ishar. Till date the report has not been made public. According to University administration, the investigation is still on and disclosure of report can hamper the process. |
