4.5 lakh strong work force on warpath with govt

Srinagar, May 22: The joint consultative committee (JCC) has finalized its three-day strike programme beginning on Thursday and unless the state government comes out clearly and firmly on their demands by then the strike could begin the final face off between the two.
All government offices as per the details of the agitational programme would observe complete shutdown on May 24, 25 and 26. The forthcoming strike would involve 4.5 lakh government employees thereby it is aimed at bringing the wheels of governance to a complete halt. The JCC has also said it would announce 'a revolutionary programme if the state government failed to come up positively on their demands by May 26.
The employees' leaders are saying the state government had signed an agreement with them on September 15 last year and is now trying to back out on its written commitment to the employees.
The employees' leaders have even said that some higher ups in the political establishment of the state are trying to mislead the chief minister Omar Abdullah on the issue.
The demands of the state government employees include enhancement of their retirement age from the present 58 to 60 years, regularization of daily wagers/adhoc/contractual appointees working in various government departments in the state and the removal of pay anomalies. The employees have also been demanding increase in the honorarium paid to the Anganwadi workers which has already been done by other states of the country.
What would definitely add to the worries of the common man is that the redressal to his problems which is already at a low ebb will stop all together during the period the state government and its employees remain horn locked. Besides, all the schools in the state will also remain closed during the strike period as per the programme of the agitating government employees.
The high level committee of officials headed by Chief Secretary, Madhav Lal has already submitted its report to the government which is likely to be debated and discussed by a cabinet sub-committee after the government decides to proceed further in the matter.
The state government employees have not demanded anything which the state government could logically turn down. If the retirement age for the central government employees is 60 why should it be 58 for the state government employees? There is no logic in continuing thousands of daily wagers/adhoc/ contractual appointees in the various state government offices when their services should have been regularized long back.
The agitating employees have even threatened to bring down the government. Whether such an extreme step is warranted or not, but the fact is that even an announcement like that indicates the extreme desperation that has now crept into the hearts and minds of the agitating employees.
Any further confrontation between the government and its workforce would be disastrous for the people of the state. The state government shall have to stop sitting on prestige and move forward immediately with a positive response to the demands of its 4.5 lakh employees.
It would be rather ironical if the state government waits for the agitation to reach a point of no return and then start thinking seriously on the employees' demands. Delay would be detrimental to the interests of everybody including those who rule the state.
