No room for contradictory statements from Army | | | Early Times Report Jammu, May 23: It is nothing short of a contradiction when a senior Army functionary decla-red,the other day,that the recent incidents of violence, including grenade explosions,had been engineered by criminals. The highly competent and people-friendly Lt.General S.A.Hasnain has said that involvement of criminals in the recent incidents of violence cannot be ruled out.And in the same breath the Army General has said that the possibility of militants,who are still active in the state, having engineered these incidents cannot be brushed aside. People wish to know if there is a wide margin of difference between criminals and the militants.Can a militant be a criminal ?If it is so then can a criminal be a militant ? No doubt the term criminal is as old as human race and the term militant is of recent origin,there is a very thick line dividing the two.Criminals act for their personal interest and gain whereas militants wofoa cause. Asserting that the militancy was on decline, General Officer Commanding (GOC), 15 Corps, Lt Gen SA Hasnain said involvement of "criminal elements" in recent incidents of violence cannot be ruled out. "There has been a change in the overall security situation in the Valley and the militancy is certainly on decline," claims Gen.Hasnain "The recent grenade attacks can be a criminal activity too as plenty of abandoned hideouts have been busted by the Army where arms and ammunition had been dumped. The criminal elements might be using the dumped ammunition to carry-out subversive activities", GOC has said. He has stated that there was a possibility that more such ammunition might have been dumped by the militants in the past and the Army is making every possible effort to bust them. Whatever GOC has said so far makes sense.But when he said that the hand of militants in the recent grenade attacks cannot be ruled out it has definitely created confusion. "Militants might have also struck as they want their presence to be felt," said the GOC. In the context of political and security scenario in Jammu and Kashmir it is necessary for the Army functionaries to explain whether the recent incidents of violence had been the handiwork of militants or criminals.If these incidents had been engineered by militants it would mean that militants have started carving out new bases and hideouts and were dead set to destabilise peace.If that is the case, the claim of Gen.Hasnain that "militancy is neither on the increase, nor decreasing, it is in a stable state," cannot be tenable. The Oxford dictionary defines a criminal as a person who commits a crime and a militant is a person who supports a cause forcefully.Hence there is a big difference between the two.Therefore,if the recent incidents of violence were the handiwork of criminals neither the Government nor the people need to feel perturbed.But if these acts had been committed by militants,it is a cause for major concern. It is here the Army functionaries have to make it clear.Once they do it people themselves will be able to find out whether militancy is on the decline or new life is being infused to it by those who have recently infiltrated into Jammu and Kashmir.
