'Hot' seat in SVC: S Varghese emerging as dark horse
Choice of a civil servant to fulfill conceptual essence in creating Commission

Srinagar, May 23: Notwithstanding deferment of scheduled dates by the Government for the crucial meeting for finalising names for State Vigilance Commission, a fresh panel of names is emerging as strong contenders in race for all the three posts which will eventually determine creation of the prestigious anti graft body and set it in functional mode. Even as the name of DGP Kuldeep Khoda has been in circulation for some time as Chief Vigilance Commissioner, it is Samuel Varghese , a former top level bureaucrat who had held prestigious posts in J&K before retiring last, is emerging as dark horse from among a panel of 4-5 IAS officers whose names find place in the shortlisted panel with government. The meeting of empowered committee led by Chief Minister Omar Abdullah which was scheduled on May 22 has again been deferred and now fixed for May 28.
Sources said the panel that lies with the government for consideration as potential persons for the coveted post of CVC as also the members for SVC besides Khoda and former DGP Dr Ashok Bhan (IPS officers) has the names of few bureaucrats whom government wants to discuss as 'appropriate' candidates for the crucial posts in first appointments for the newly created body in J&K to check corruption and suggest ways to bring about systemic changes that can help decline the menace of corruption in the state. However, of all the names, unexpected and unpalatable in certain quarters , the name of Samuel Varghese is being considered as most appropriate for more than one reason for the post of CVC.
Varghese, it is widely known has remained a thoroughly honest and upright officer throughout his long career in J&K while serving in various capacities, sources said adding that it is in the backdrop of these facts that his name is suddenly in circulation and gaining acceptability from all quarters contrary to the previous ones in speculation for quite some time. One of the reasons attributed to concerned quarters supporting a person from civil services, retired or serving as head of SVC, is that the body essentially has been carved out and intended to be there conceptually to keep a check on the ways and means that encourage corruption as also to have fair functioning in terms of investigations, process of probes, something which is normally seen as getting dominated by Police officers at the helm.
The SVC and its supreme functionaries are also expected to recommend from time to time to the government ways and measures that can bring about systemic changes by identifying the causes and practices which breed corruption . Since the vital role in that capacity is expected to be fulfilled by only a civil servant, there is every likelihood that consensus may emerge in the forthcoming meeting for IAS officer as final choice for CVC post, highly placed sources said. In the event of things materializing in latter category, Samuel Varghese name in all likelihood may emerge as dark horse in the meeting. It is pertinent to mention that Varghese has served the State as Home Secretary, Financial Commissioner Home, Financial Commissioner Revenue department and all top level posts in the hierarchy of bureaucrats in J&K. Apart from his honest and clean image, Varghese is highly capable and well aware about key aspects of governance and related matters in J&K.
