| IN the realm of psychological warfare Pakistan has almost invariably scored over the Indian state. Once again a Pak fabricated and successfully pedalled perception has gained currency and decisively impacted the mindset of the political class in Srinagar and New Delhi. Our leadership have eagerly swallowed the on-going state sponsored ethnic cleansing in Gilgit Baltistan (GB) packaged as "routine" sectarian conflict- an extension of the ongoing Shia-Sunni riots in Pakistan. Hence nothing special to write home about. Viewed through Shia-Sunni prism the real purpose of changing demographic profile and colonising the region by Pak citizens mostly Pushtuns and Punjabis of extremist religo-sectarian dispensation was cleverly obscured and camouflaged. The J and K legislative assembly also became a victim of the master deception and innocently skipped even token discussion on an issue that impinged upon the right to life and residence of our people trapped under the jackboots of Pak army in Galgit - Baltistan. The same "logic" may explain stunning silence of South Block and our national leadership. After all, it is not the business of secular states to get embroiled in sectarian feuds which in any case were endemic these days.
Any objective and rational analysis of the Gilgit-Baltistan scenario would, however make it abundantly clear that; 1). Pakistan was determined to permanently usurp the strategically sensitive and commercially vital Gilgit Baltistan generously endowed with natural resources as much to serve her national vested interests as to cater to those of its ally, Peoples Republic of China. The plunder of precious water and mineral resources jointly by Pakistan and China was moving at a feverish pitch 2). The vast expanse that comprised the region must be populated by people whose loyalty and commitment to the " philosophy of Pakistan" and adherence to ISI caricatured Jehadi culture. The endeavour in essence boiled down to planned and phased ethnic cleansing of the indigenous population and substituting it by Pakistan settlers of choice. both in terms of ethnicity and sectarian dispensation,. The indigenous people had seen through the sinister game plan .They were offering stiff resistance on both fronts. They were fighting for their traditional, customary and constitutional rights as enshrined in the State Subject Regulation (SSR) sanctioned by Maharja Hari Singh in
1927. The Regulations forbid any outsider from acquiring landed property and citizenship within the bound of the State of Jammu and Kashmir. The security of citizenship and right to landed property under SSR was thus sacrosanct and inviolable. Incidentally the SSR were in force in the other Pak occupied territory-the POJK . As for as the indigenous population of Galgit- Baltistan was concerned ,the substantive issue therefore was the sanctity of SSR and the rights flowing there from - the rights their compatriots in Jammu and Kashmir and POJK have stoutly defended and enjoyed unhindered . In the struggle for human and constitutional rights ,government and people of India have both duty and obligation to openly and vigorously come out in support of the people of GB in whatever manner possible . The onus on the political class , the
government and people of the state in standing by our people held hostage by Pakistan in that distant part of Jammu & Kashmir state. How can we be insensitive to denial of rights to a section of our own people of rights under the SSR (translated into permanent residents)-rights that we on this side of the divide fondly cherish, jealously guard and hold sacrosanct. ? Moreover, the territory of Galgit-Baltistan, under our constitution is an integral part of Jammu & Kashmir and number of seats in the Legislature were reserved for them . it is only proper and incumbent upon chief Minister Omar Abdullah to give the lead and mobilise public opinion and popular support for the genuine struggle at the State, national and international levels. The diabolical design to exterminate, extern or subjugate the indigenous population of Gilgit Ba;tistan must be fully exposed and roundly defeated. Pakistan can not and should not be allowed to hoodwink the entire civilised world by packaging ethnic cleansing of Indigenous population of Galgit- Baltistan as mere sectarian conflict.
