Interlocutors needs to be excommunicated | Anti-National Document | | RUSTAM JAMMU, May 25: The report of the interlocutors for Jammu & Kashmir like Dilip Padgaonkar and Radha Kumar -- who were known for the very friendly relations with the Washington-based Pakistani agent of Kashmir origin Ghulam Nabi Fai and had participated in the anti-India and pro-Pakistan seminars on Jammu & Kashmir in foreign countries - has been made public. It is not a report. It can be contemptuously dismissed as a fundamentally anti-India and pro-Pakistan document, as also a document based on the reports and documents prepared by the votaries of greater autonomy or limited accession, self-rule and independence. The report of the interlocutors, if accepted and implemented, would undo all that the nation did after 1947 to integrate the state into India, accord dangerous legitimacy to the politics based on religious fanaticism, endanger the national unity and integrity and promote fissiparous tendencies in other parts of the country leading to its balkanization. This is not an over statement. It is a statement of fact. The interlocutors have, for example, given legitimacy to the Pakistani occupation of the Jammu & Kashmir territories, including the so-called Azad Jammu & Kashmir (AJK) and Gilgit-Baltistan, by describing these territories as Pakistan-administered- AJK and violated the February 1994 parliamentary unanimous resolution mandating the Government of India to take back from Pakistan these Jammu & Kashmir territories using all possible means. It is Pakistan and the Pakistani agents in Kashmir and elsewhere who term these areas as Pakistan-administered area. On the contrary, New Delhi has been terming these areas as Pakistan-occupied-Jammu & Kashmir (POJK). But the interlocutors have not stopped just there. They have gone to the extent negating the very Constitution of India by suggesting a comprehensive review of all those central laws and Articles which were extended to the state after 1952. "Review all the central laws which have dented the special status" of Jammu & Kashmir, they have said and added that it is imperative for the Government of India to recognize the "dual" status of Jammu & Kashmir, part of India and a state that has been granted special status under Article 370 of the Indian Constitution, Article which was adopted and incorporated in the Indian Constitution as a "temporary" measure. In other words, they have urged the Government of India to recognize Jammu & Kashmir as a republic within the Indian republic so that the international community is informed that the Kashmiri Muslims are a race apart and Jammu & Kashmir is not an integral part of India to the same extent as other states of the Union - something the so-called mainstream Kashmiri leaders have been suggesting ever since the state's lawful accession to India, despite the fact that they have been ruling the state and exploiting to the hilt the people of Jammu and Ladakh and the natural resources of these two regions to enrich themselves and the Kashmir Valley. Not content with all this, the interlocutors have further suggested in unambiguous terms that the Indian Parliament and the President of India must hold aloof themselves from the state, cater to all the financial needs of the people of Kashmir by evolving a new mechanism that also empowers Kashmir to devise and implement its own financial policy and facilitates the revival of the institutions of Sadar-e-Riyasat and Wazir-e-Azam. To be more precise, they have urged the Government of India to take steps designed to enable Kashmir to assume political and economic independence for all practical purposes and this, notwithstanding the fact that Jammu and Ladakh hate and despise all such suggestions and long for a complete and unconditional merger with India. They have sought to mislead the general public by suggesting that they have not recommended pre-1953 status for Jammu & Kashmir on the ground that such a return to the 1953 position would have serious ramifications. The fact of the matter is that they have gone several steps further and suggested wholesale withdrawal of the central laws and Articles. How else should one interpret their unambiguous suggestion that Article 370 must be restored to its original position? Article 370 had restricted the jurisdiction of New Delhi over the state to just three subjects - defence, foreign affairs and communication - and left the rest to the care of the Kashmiri leadership at the behest of Sheikh Abdullah and his out-and-out Kashmir-centric, rabidly anti-Jammu and Ladakh and essentially communal National Conference. Restoration of Article 370 to its original position would automatically mean further widening of the already rather wide gulf between New Delhi and Jammu & Kashmir. In fact, it would mean just a step short of complete independence from India. This is what the perverted interlocutors have suggested. It is clear from what they have suggested and recommended in their anti-India document that they are Indians only in name; that they actually represent Pakistan and the Kashmiri separatists and communalists and that they stand for the dismemberment of India. It's a pity that the Government of India appointed these three musketeers and mercenaries as interlocutors for Jammu & Kashmir. All the three interlocutors need to be excommunicated, booked and tried for the crime they have committed by making recommendations which are not consistent with what the Indian Constitution stands for. They have indeed committed an act of treachery and they need to be treated accordingly. It is heartening to note that the BJP, Panthers Party, the organizations of displaced Kashmiri Hindus and several other pro-India forces have repudiated outright the interlocutors' anti-India document and demanded complete merger of the state with India.
