Hectic lobbying on to get top police job

Srinagar, May 25: While the central government has sent a panel of three senior IPS officers to the state government for choosing the next DGP, hectic behind the curtain lobbying is reportedly going on by some senior state cadre IPS officers to get the top police job.
The panel sent to the state government includes three names, Arun Chowdhary, Ashok Prasad and P.M. Nair. So far, Arun Chowdhary is reportedly the front runner for the state DGP's job while Ashok Prasad, the present JD IB in the state comes close as the second choice followed by P.M. Nair.
For the last one week voices have started to be raised in the ministerial ranks of the coalition government that the state must chose one of its own IPS cadre officers as the next DGP. The two names making the rounds in the ministerial circles from among the J&K cadre IPS officers are K. Rajendra Kumar and P.L. Gupta, both ADG rank police officers.
Both of these officers are yet to complete the mandatory 30 years of service in the IPS for being appointed as DGPs. The supporters of the view that a highly sensitive state like ours must have a DGP who has grown and groomed in the state cadre argue that given the sensitivity of the situation the state government must relax the norms for making it possible for one of these two officers to head the state police force.
The second point forwarded in favour of a J&K cadre IPS officer as the most suitable choice for the top job is that both K. Rajendra Kumar and P.L Gupta have proven their competence during some of the most difficult periods the state police force has been through.
"It would not be prudent to take any chance by selecting an outsider who might take a long time before getting the actual feel of things", supporters of the J&K cadre IPS officers for the DGP's job argue.
Those favouring the choice of Arun Chowdhary and Ashok Prasad on the other hand argue that both these officers have served the prime intelligence agency of the country in the state during the most trying times, Prasad still being in the thick of it, and they would naturally not be handicapped in the discharge of their duties because of the 'outsider factor (OF)'.
The present DGP, Kuldeep Khoda retires at the end of this month and unless he is given a short period of extension as the rumours suggest, the state government would have decide on his successor before the end of this month.
