Omar Govt fails to complete project | Model Villages a shattered dream | | Early Times Report Jammu, May 27: The dream of model villages has been marred by slow pace of work. On the physical side, there was a target of 12066 works to be executed under 16 different components in 12 model villages, against which only 9888 works were taken up consisting 82% of approved works. Out of the taken up works, 8979 works which constitute about 74% of the target were completed by the end of the 2008-09. To check the migration of rural population, improve quality of life, minimize rural- urban divide, the concept of model villages' scheme was conceptualized. The Prime Minister during his visit to the Jammu and Kashmir state in October 2004 announced Prime Minister’s reconstruction plan which included model villages' scheme in the rural development sector in the state as well. The actual implementation of the scheme in the State took place in the financial year 2005-06. 122 CD blocks including 3 blocks taken under state plan covering equal number of villages were taken up for development under the scheme. One of the approved components of the model villages' programme was installation of solar lights in all the 122 model villages. The requirement worked out by the department was 3755 solar lights against which 1668 solar lights were installed during the reference period. But during field verification it was found that only 28% of installed lights were functional. No post installation maintenance mechanism was put in place by the department which resulted in unproductive investment. In the sample model villages' huge investments have been made on the construction of shopping complexes, which is one of the important component of the programme for generating self employment opportunities for unemployed rural youth. Transparent policy for allotment of shops needs to be developed by the department for addressing the problems of rural youth to some extent. Focus has been given for construction of lanes/ drains in the Model Villages by the department. The quality of sanitary units been constructed in good number of cases was very poor and even devoid of water construction particularly in Kulgam and Kishtwar districts. |
