Kashmiri leadership up in arms against interlocutors | Regional Councils | | NEHA JAMMU, May 27: The New Delhi-appointed interlocutor's pro-separatist report has vaguely suggested that the creation of three Regional Councils, one each for Jammu, Kashmir and Ladakh. Believe it or not, but it is a fact that the pro-greater autonomy National Conference has repudiated outright the suggestion saying the creation of Regional Councils in the State would lead to the disintegration of the State. Reacting to the suggestion, senior NC leader and uncle of Chief Minister Omar Abdullah, Mustafa Kamaal, on May 25 said the establishment of Regional Councils will "sow the seeds of disintegration of the State on religious lines" and asserted that "there has been no such demand from the people of State, including from Jammu and Ladakh" and that the "NC will not allow this to happen at any cost and would try its best to maintain the present administrative and governance structure of the State". He, in addition, accused the interlocutors of "overstepping" their mandate and stated that "the authority for devolution of powers to regions lies with the State Government and there is no need for such contentious suggestion to come from any group or panel". Mustafa Kamaal was not the only one to castigate the interlocutors for their suggestion regarding the need for creation of regional councils for the State's three different regions. Spokesperson of the People's Democratic Party Nayeem Akhtar also expressed almost identical views. He said: "The aspirations of different regions and communities within the State can be addressed within constitution of the State and recommendation from interlocutors' is not needed on the subject…Redressal of regional aspirations within the State can be done through debate and discussions and it doesn't need any mechanical formulation. It is not their (interlocutors') task". The attitude of Chairman of People's Conference Sajjad Gani Lone was no different. Ridiculing the suggestion, he said: "After having gone through the report, the malafide intentions (of the interlocutors) became evident. Three Regional Councils is an attempt to re-define the people of State in a disruptively fragmented manner and an old trick to divide the State. A solution has to be found on the basis of macro-aspirations and, not on micro-grievances". As for chairman of People's Democratic Front (PDF) Hakeem Muhammad Yasin, he also lambasted the interlocutors and said that the idea of creating three regional councils "is an attempt to divide people of JK on communal lines but we will oppose any such move tooth and nail".
Significantly, even a section of the Kashmir-based press also denounced the interlocutors' for the suggestion that they made. It said: "While disfavoring any change in the State's present status within Indian union, the 'contentious' recommendation of the Interlocutors proposing creation of three separate Regional Councils for Jammu, Kashmir and Ladakh with equal Constitutional status - legislative, executive and financial powers - is set to revive the touchy 'trifurcation' debate in the state. In the 176-page report, released by Union Home Ministry on Friday, the interlocutors have recommended setting up of three separate Regional Councils in the State. Under the new proposition, the central structure of governance would lose its powers in key legislative and financial matters as the same shall be delegated to the regional councils. Not only this, the report proposes that Ladakh would no more be a part of the Valley administratively as it will become a separate province". What does all this show? It shows how biased the Kashmiri leaders are against the oppressed, suppressed and grossly discriminated against people of Jammu and Ladakh. It also shows that they are for a system that not only empowers them to impose their regressive, sectarian and primitive ideology on the people of Jammu and Ladakh but that also perpetuates the Kashmiri domination over the people of these two provinces. This is utterly unacceptable. Who has given them the mandate to speak on behalf of Jammu and Ladakh? None in Jammu or Ladakh has given them the right to speak for them. In any case, their bitter opposition to the demands in Jammu and Ladakh for the State's re-organization or for their full empowerment will further embitter the already rather bitter inter-regional relations and hasten the process of the State's disintegration. Let them oppose the demand; let them expose themselves by expressing themselves against the aspirations of the people of Jammu and Ladakh. |
