JU's DDE under severe criticism for diverting entire printing work to UP-based publisher | | | early times report JAMMU, May 27: Directorate of distance education (DDE), Jammu University, has come under severe criticism for its alleged act of diverting all the printing work to an Uttar Pradesh-based publisher -- Vikas Publishing House Pvt Ltd, Noida. The work was earlier being done by Jammu printers. DDE gets printed syllabus and study material of various courses, files and ledgers every year. Some local printers said everything moved smoothly till Prof Desh Bandhu Gupta took over as DDE director. He disengaged all the local printing units and diverted the entire work to Vikas publishing house, they added. They said it was not understandable as to how one particular publishing house had been rated by Gupta as the most competent agency to undertake the job of producing the requisite study material. "What norms did he follow to nominate this publishing house to do the job ? How are the expert authors involved by the house to develop the course material ? What are their qualifications vis-a-vis suitability for writing the material? Has IGNOU, or any other competent body accredited such authors? Has the said publishing house obtained any licence/certificate from a competent national level body related to distance education (DE) to produce the study material for DE programmes run by various universities?" the printers questioned. In this connection, a deputation of local printers called on the vice-chancellor and submitted him a memorandum. "The reasons for outsourcing the printing job in respect of study material published by DDE as disclosed by him were not so convincing. One of the reasons, according to him, is that the printing paper used for the study material is of inferior quality. In this case it is pertinent to mentioned here that the printing paper is purchased by the university on the recommendation of the central purchase committee which approves the rates and the quality of paper on the basis of tenders. The printing paper is supplied to the printers by the DDE itself," the printers said. Later, the printers also called on Gupta who categorically told them that DDE was outsourcing the production of study material due to the sole reason that JU professors and local teachers and authors did not possess expertise in the art of writing study material. They said they could not digest Gupta's these remarks as JU had been accredited as "A" grade university by NAAC. So, one cannot believe that teachers of such a university are not competent to develop the study material," they added. The printers said if the printing of study material was outsourced as planned by him, the infrastructure raised by them after obtaining bank loans would become worthless, unproductive and unprofitable and it would then be difficult for them to repay the loans. They suggested that in case the local authors were inferior to those to be engaged by the said publishing house, the DDE could get the course material developed from outside but get it printed locally after supplying them quality paper for the job. However, it was very strange that on one hand the DDE was planning to get the production of study material from outside, the payments to local printers were being kept pending for years. They said if the study material was got printed from outside, a good number of skilled workers would be rendered jobless which would aggravate further the problem of unemployment in the state.
