State Cabinet on excursion to Karnah? | | | Early Times Report Jammu, May 28: The latest development agenda of the State Government is to hold cabinet meeting in far off Karnah to decide on who would be the next DGP of the State and this is being projected as part of the developmental agenda for Karnah! Holding district development board meetings at various district headquarters is a legacy of the late Sheikh Mohammad Abdullah who decided during his rule to decentralize governance in the State. The logic was to hold board meetings in districts to focus on the development of the area and also discuss other related issues in presence of the local representatives. That exercise appeared logical then and is relevant and in practice even now. But, how is the holding of a Cabinet meeting close to LOC in Karnah going to come handy for the development of the area? Is the Cabinet meet on May 30 scheduled to be held in Karnah going to be an exclusive affair for the development of the area? If the Cabinet is going to decide on the panel for the selection of the next DGP of the State, if the Cabinet is going to deliberate on the issue of the State Government employees strike how is that going to benefit the poor people of Karnah in particular? Chief Minister Omar Abdullah has said that he has decided to carry the Cabinet to far flung areas of the State to address the issues concerning those areas. The well intentioned move is defeated by the very fact that the agenda of the Cabinet meeting defies the intention unless its is going to be exclusively Karnah specific. Would the State Government announce the developmental agenda that is being discussed for Karnah during the proposed Cabinet meeting? A routine Cabinet meeting does not become extra-ordinary simply because it is being held for the first time close to the LoC. Cabinet meet is a serious affair. Moving it out of the capital cities has to have extra-ordinary reasons. What has suddenly prompted the move needs to be explained in detail. Mere statement that the same is being done for the development of an under-privileged area makes little sense unless it is backed with a solid agenda that the Cabinet would discuss in Karnah which has to be relevant to Karnah alone. If we are going to discuss issues concerning the whole State during the Cabinet meeting there then it would be just an excursion of the Cabinet to an area close to the LoC. |
