New Delhi stumps J&K, gets non-local posted as DGP | | | Early Times Report Jammu, May 28: Union Home Ministry has stumped the state Government by choosing an Andhra Pradesh cadre officer for coveted post of Director General of Police (DGP). Locals have been left in a lurch. Even the much touted idea of appointing a Muslim DGP has been thrown to the dustbin. Sources said that an exercise was conducted to find out a Muslim replacement of present DGP Kuldeep Khoda but to no avail. They added that two officers, one from Bihar and other from UP were considered but later it was found that both were too junior to serve as DGP. Thereafter, Union Home Ministry went by the order of merit and on April 22 submitted a panel of three senior IPS officers to the State Government for consideration for the post of DGP. They included Arun Chowdhary (1977 batch) PM Nair (1978 batch), both of Bihar cadre alongwith Ashok Prasad, a 1979 batch IPS officer of Andhra Pradesh cadre. Sources disclosed that Jammu and Kashmir Government wanted Arun Chowdhary, who is presently posted as Special Director General of Central Industrial Security Force (CISF), to be given the prized posting of J&K DGP but this did not materialize. Though the sources did not explain the reasons but they did said that Chowdhary was not interested in taking up an assignment in Jammu and Kashmir so soon. Though Chowdhary has served as Deputy Director and Joint Director of Intelligence Bureau in Jammu and Kashmir yet sources affirmed that he was not interested in taking up the assignment. These sources confirmed that after Chowdhary's firm no, Jammu and Kashmir Government left the decision with Union Home Ministry, asking them to find suitable officer. Nair was included in the panel since he has served as IG CRPF Jammu. Sources said that Union Home Ministry preferred Ashok Prasad since he is presently posted as Additional Director of Intelligence Bureau (IB) in Jammu and Kashmir and has already a very good liaison with officers of State police. They said that Prasad would not find it difficult to operate since he has sound knowledge about ground situation. Ashok Prasad was preferred over two other nominees and Jammu and Kashmir cadre IPS officers due to his experience since he first served as Deputy Director of Intelligence Bureau in Srinagar followed by Additional Director, Intelligence Bureau. Whatever the reason may be but appointment has come as rude shock to the proponents local DGP. All the local officers have been left in lurch. They have no place to hide since the State Government has blatantly disregarded their administrative and policing capabilities. Aggrieved officers do not hesitate in saying that Government is talking too loud about promoting local officers but doing little on ground to actually implement this in toto. They assert that a choice from outside the State stems seemingly from the mistrust State Government seemingly has in local officers. Of the available lot, who could have been chosen for this important position from the State included Additional DGP Law and Order K. Rajendra and Commissioner Vigilance Pitambar Lal Gupta. While Gupta is slated to retire in the year 2015, Rajendra would superannuate in the year 2016. Both are known for their meritorious services yet none of the two were preferred. Others who could have been given preference and out of turn posting included Ram Lubaya, S.K. Mishra and Gopal Reddy, Dr. Shesh Pal Vaid, D.R. Doley and Naveen Agarwal. Government did not consider even discussing these in detail and instead, went by the dictate of the Union Home Ministry. |
