Jammu, May 30: The High Court has sought the enquiry report in the missing baby case of GB Panth hospital. The enquiry report bears the signatures of Dr Asifa, Dr Parvaiz and Dr Tejinder Singh (Dy Medical Superintendent).
The enquiry constituted after one year of the incident (when the baby was found missing) could not reach any conclusion. "The committee could not ascertain the facts/reach any conclusion. Hence it is recommended that the opinion of Principal/Dean be obtained before proceeding further."
The report, however, observes that no required formalities had been fulfilled in the matter. And, the information submitted by the concerned doctors along with the Case Sheet of the un-claimed baby is missing. The report further observed that the administration was well aware of the presence /missing of the un-claimed baby in the hospital.
The baby was admitted under MRD No 15762 on December 5, 2010 in NICO. According to the enquiry report, the baby was brought to the NICU ward by Dr Bisma, RMO on duty. She was accompanied by one NO namely Muhammad Ayoub as stated by the sister on duty in the ward namely Miss Marayama.
The unclaimed baby, report said, was treated by Dr Basharat Registrar concerned and the doctor concerned Dr Waseem. Dr Javed Iqbal consultant on call also treated the baby and directed the registrar to inform the administration about the baby for necessary action. He also informed Dr Bisma Khan about the pre3sence of the baby when Dr Basharat was around. .
The baby was found missing at 10.30 P.M next day by Dr Waseem. The information was passed on to one Mrs Rehana in writing along with the original case sheet. The enquiry committee, however, could not trace the same.
Muhammad Ayoub NO who was called before the enquiry committee thrice showed his inability to recall the episode in his Ist and 2nd statements. He even stated that he was not present in the hospital at ball, but after Sister Bilala countered him, he agreed in his 3rdstatement that Dr Bisma Khan RMO concerned found the baby near ward 2 and told him to take the baby to NCUI. The RMO was also accompanying him at the time of admitting the baby.
Surprisingly, Dr Bisma Khan has shown her ignorance about the whole episode in her statement and said that she came to know about the presence and missing of the baby on next day morning in the office chamber of the medical Superintendent where other RMO were sitting.
According to legal experts, the enquiry though inconclusive has enough facts to help investigation. They expressed surprise on inaction of the police. "They police should have registered an FIR long before to fix responsibility", they opined.
