'Super cop earned secured future with winover tacticsCVC appointment | Ball in Governor's court... but why is govt adamant on Khoda | | Early Times Report Jammu, May 31: Even as the ball related to Chief Vigilance Commissioner's appointment has been pushed by the empowered committee into the court of Governor NN Vohra for his approval, questions and apprehensions area galore as to why the Omar Abdullah led coalition government is so adamant and rigid on having only Kuldeep Khoda on board , despite a stiff resistance from opposition PDP to this name in the panel of 7 officers which was prepared by the government only. Why is government so desperate not to have anyone other than Khoda , making him indispensible of sorts, despite so many genuine concerns expressed by the opposition member in the meeting and thereafter in front of media. That there was no consensus to this name in the CM led panel is now widely known and even after that his name has been strongly recommended and sent to Governor , taking the advantage of so called 'majority' vote, one being that of Congress and two that of NC, including chairperson Omar Abdullah. It is a different story that while NC kept on insisting when PDP leader Mehbooba expressed some reservations as to why the State Vigilance Commission , the anti graft body, first of its kind in terms of its constitutional make up, should have an officer who is acceptable to masses , unbiased and neutral while delivering and a man of complete integrity. Sources both within the political circles as well in the state Police Force attribute it to various reason for Khoda being most favorite rather a 'blue eyed' super cop as choice for the coveted and most crucial post for the government, mainly the ruling NC, whom he was the final choice even a year back when SVC was under consideration of the government. Notwithstanding his 'successful ' tenure as DGP and his capabilities as super cop in maintaining law and order , Kuldeep Khoda, sources say, has other 'qualities' and over the years of serving in J&K amid a variegated political elite, Khoda has learnt and managed to use the knack of 'delivering well' on the other side of the duty, which implies keeping not only the ruling elite happy but managing others who matter in good humour, in many ways. In other words Khoda doesn't mean business only by acting as boss in the police department ,in managing the huge police force alone, but by addressing other issues under the 'militancy and security syndrome' in which the entire state has been badly swayed over the last two decades. Sources say during most of his years in the career as super cop, he kept smoothly and conveniently engaged himself in such 'duties' with an intent which eventually proved to be profitable in many ways besides ensuring a 'good ,secured' future post retirement. He obviously did not and could not pay full attention towards the Police force during all these years, no matter it got weakened and demoralized several times due to situational pulls and pressures, sources added. However, as for the present coalition government and NC in particular , Khoda has been 'most suitable and compatible' officer in more than one way. For he has not only been working and performing in the way they have been desiring, but obliging them out of the way, which became more than evident during the last month of his tenure when he went on with the spree of on spot recruitment in the NC dominated political constituencies both at Jammu and Kashmir. Apart from playing a 'dubious' role in the Haji Yousf death , Khoda has never tried to take cognizance of the criminal matters, scams happening in the state on his own, rather has been following only what and how the government desired, be it JKCA scam or other irregularities that came to fore in the state. He has in fact been burying and pushing the matters under the carpet till these got vanished from public memory. These are some big yet subtle' gestures' which paid and in lieu of which the super cop earned and secured good will of the powers that be. |
