| VOJ submitted status report of Rupees 6.14 Crores CAPD Scam | | |
Jammu, January 30, Vigilance Organization Jammu as per the direction of the High Court has submitted status report regarding Rs 6, 14, 31, 939/- scam of CPAD Jammu.
According to the status report filed on behalf of SSP Vigilance Organization Jammu through Additional Advocate General BS Salathia in which it has been submitted that verification conducted into a source report alleging excess drawl of ration under Below Poverty Line, Antyodaya Anna Yojna and Anapurna Scheme and fraudulent sale of excess drawl ration in the market in Jammu Tehsil rural has revealed that Gopal Dass Sharma the then Assistant Director Trade and Store in league with Mr. KK Gandotra the then Tehsil Supply Officer CAPD and others during the year 2004-2005 has fraudulently and dishonestly drawn ration 95007.72 quintals of Rice, 136330.03 quintals of wheat and 35834.69 quintals of Atta under APY and BPL Scheme as against the actual requirements of 48723 qtls of rice and 48723 qtls of wheat only. The verification conducted further revealed that the entire quantity of food grains drawn in excess of the actual requirement under said scheme has fraudulently and dishonestly been shown issued to ration dealers who are either non-existent or have denied having received any ration in excess of the actual requirements under the said schemes during 2004-2005 and stood disposed of by the said public servants to confer undue benefit upon themselves to the tune 6, 08, 91,039.
In the status report it has been further submitted that during the verification revealed that from November 2004 to March 2005 Gopal Dass Sharma and KK Gandotra and others have in a similar manner also drawn excess quantity of 601 qtls of rice on account of ration meant for distribution free of cost among the rationees categorized under Anna Purna scheme has been fraudulently and dishonestly shown issued to various non-existent ration dealers and misappropriated Rs 5, 40, 900/- as cost of rice. The above name public servant in this manner while abusing their official position in league with each-other have conferred upon themselves pecuniary advantage of Rs 6, 14, 31, 939, thereby causing corresponding loss to the state exchequer. The acts of omission and commission on the part of GD Sharma the then AD Trade and Store CAPD Jammu, KK Gandotra then TSO and others disclosed offences punishable u/s 5(1)(d) r/w section 5(2) PC Act 2006 BK and section 120-B RPC and a case was registered and investigation is going on.
During the course of investigation the search of house/premises GD Sharma and KK Gandotra conducted, during the search of house of GD Sharma cash worth rupees 3, 40, 502, incriminating documents and other items like statements of CAPD, Original Service Book of the accused were seized and from the house of KK Gandotra cash worth Rs 6, 79, 500/-, bearer cheque worth rupees 20 laces, incriminating documents and other items like cheque-books, pass-books, letters/copies of challans dated may 24, 2006 regarding AAY Food-Grains issued in the name of TSOs Mohore, Chasana and Reasi have been seized and about 948 grams of golden ornaments were recovered from the house of the accused, which later handover to the accused on sapurdhanama.
The accused GD Sharma was arrested on July 4, 2006 and released on bail by the Special Judge Anticorruption Jammu and other accused KK Gandotra the then TSO Jammu was admitted in Shri Ganga Ram Hospital Delhi for treatment of his kidney related ailments, the of J&K High Court Srinagar wing vide order dated 29, 2006 granted bail to KK Gandotra for the purpose of his treatment only and directed him to surrender before the Investigating Agency after his discharge from the hospital. The investigation of the case is in progress as the volume ness record seized from the various quarters starting from Tehsil Supply Officer Jammu to Directorate of CAPD Jammu is scrutinized in order to find out the involvement of the other officers/officials of CAPD Jammu in the scam. |
