Planning Commission praises J&K Health Ministry

JAMMU, Jun 1: For a change, Planning Commission of India (PCI) has cautiously heaped praises on the Health Ministry of Jammu and Kashmir for having met targets fixed under National Rural Health Mission (NRHM).
In its report on the implementation of NRHM in Jammu and Kashmir, Planning Commission has praised the Health Ministry for meeting the targets and making efforts to provide effective health care despite limited infrastructural facilities. In its report, the commission has said that all 10 Community Health Centres (CHCs) reported availability of 24 hours delivery service for both normal as well as assisted deliveries. However, the commission has pointed out that when it looked at the emergency obstetric care, caesarean and other surgical intervention services, it found only 2 CHCs in Jammu district at Akhnoor and Bishnah which reported availability of these services while in all the other 8 CHCs, the facility was not found available.
Further, emergency care for sick children was found available in 4 out of 10 CHCs. These included Chenani and Ram Nagar in Udhampur district and Tangmarg and Pattan in Baramulla district. Interestingly, diagnostic facilities like ECG, X-Ray and Ultrasound machines were reported to be functioning in all the 10 CHCs under all the 5 district hospitals, PCI has noted in its report.
However, commission has pointed towards the non-availability of key specialists/doctors like obstetrician/gynecologists in 4 out of 10 CHCs. These 4 CHCs include Akhnoor in Jammu, Bhaderwah and Gandoh in Doda and Beerwah in Budgam. It has said that Pediatricians in position are quite limited.
The report has confirmed that AYUSH doctor in position is reported only in 1 out of 10 CHCs viz. Bishnah in Jammu. Referral transport is available in all the 10 CHCs. It has concluded that overall combination of key components of healthcare like positioning of doctors, lab-technicians, functioning diagnostic machines and referral transport; seems to be good in districts of Jammu, Baramulla and Udhampur.
In 20 surveyed Primary Health care centres (PHCs), PCI has said that it found 85 percent functioning in own buildings while in only 25 percent PHCs, construction was completed. In 70 percent PHCs drinking water and water storage facility was available. The report has further said that in 90 percent PHCs, pharmacy and in 50 percent PHCs, adequate medicines were available.
Report has said that OPD rooms were in 90 percent, family welfare clinic in only 65 percent, OT and casualty was available in only 15 percent and 30 percent facilities, respectively. Separate labour room was in 55 percent PHCs. The supply of electricity was erratic in the sense that 100 percent facilities reported that electricity was available but it was not 24 hours supply.
Communication facility like mobile phone, telephone, etc. was available only in 10 percent facilities. The emergency transport facility was not in good condition as the availability of it was reported with 55 percent PHCs. At the service delivery point, 100 percent PHCs were providing OPD and 80 percent were providing IPD services.
Anti-natal, pre-natal and new born care services were available in 95 percent, 95 percent and 65 percent facilities, respectively and family planning services were being provided by 85 percent PHCs. AYUSH services were almost satisfactory in the state and 65 percent PHCs were providing the same while monitoring and supervision was being done by 90 percent PHCs in the State.
88 percent ASHAs have reported about creating awareness and other related health programmes. All ASHAs have got training and 73 percent have got TA/DA during training. 100 percent ASHAs have told about they have got any kind of incentives and all 100 percent got money in advance for providing services in emergency.
