| Harsh criticizes Govt for non-performance | | | JAMMU | JAN 30 Jammu Kashmir National Panthers Party leader and former education minister MLA Harsh Dev Singh has criticized the govt for non-performance and for alleged its failure to ensure time-bound implementation of centrally sponsored schemes. Singh has strongly flayed the negligent and apathetic attitude of the Govt towards implementation and execution of vital projects funded by the Govt of India under various schemes. In a press release, issued here yesterday, he regretted that the funds provided under Art 275 (1) of the Constitution of India for development of tribal areas had not been released by the Social Welfare Deptt despite a lapse of 10 months of the current financial year. Likewise, he said that funds worth cross of rupees sanctioned for 2005-06 under the same scheme had not been revalidated despite a lapse of more than one year. Alleging total failure of the power Deptt. in electrification of various un-electrified villages, Singh said that Rs. 709 crores had been earmarked for electrification of all un-electrified villages under PM’s Reconstruction plan, but not a single penny had been spent despite a lapse of three years. He further said that 488 crores for Jammu and Rs. 517 crores for Kashmir had been earmarked for strengthening of T&D network under PM’s package but no progress had been registered on the ground in respect thereof. He said that APDRP and RGGVY schemes of Power Deptt. had also met the same fate and the Deptt. had register zero progress during the current financial year. With regard to the implementation of the Gol schemes, he regretted that even other centrally sponsored schemes including Bharat Nirman had failed to take off in the State to the detriment of common masses despite tall claims and lofty slogans of work culture raised by the Govt. Accusing the Govt. of failure to fill up the post of Chairman of Backward classes commission, which was lying vacant for the last one year, Singh said that a great loss had been caused in respect of the villages that were eligible for declaration as ‘Backward Areas’. He regretted the exclusion of “Gaddis” from tribal boards and urged for due share to them in the advisory boards to be reconstituted by the social welfare deptt. He further called for inclusion of ‘Kolis’ in the scheduled tribe category and due recognition to the Gaddi language in the sixth schedule of J&K constitution. He further called for giving due share to scheduled tribes in the representatives bodies including state legislature and according same treatment to them as is given to their counterparts in other parts of the country. Concluding his speech with a word of caution with a word of caution, Mr. Singh advised the Govt. to perform and deliver and translate its slogans of work culture into reality before it was too late.
