All is not well with coalition again……! | NC on back foot following Congress opposition in 2 crucial matters | | Congress asserts for first time in cabinet meeting
early times report Jammu, Jun 1: Notwithstanding the rhetoric of following coalition dharma by the two alliance partners, al is again not well with NC and Congress in so far as the wheels of governance in the coalition government is concerned. Recent bickering which was short of virtual fight loaded with heated arguments in the cabinet meeting held near LOC bears testimony to the fact that ties have once gain turned fragile, no matter both parties manage to pull on . Sources said at over two vital matters the NC and Congress indulged in arguments , all for the sake of having their say in ultimate decision. The good thing however that emerged in the cabinet meeting after a long time is that Congress asserted in both the matters and managed to sway the things, have final decision in the manner they desired, in not fully in their favour. Sources said in one of the crucial matter in cabinet agenda, even as the cabinet also approved the establishment of Jammu and Kashmir State Road Development Corporation (JKSRDC), it saw some stiff resistance and arguments before witnessing a final nod from the entire cabinet. Sources said when the issue of Corporation for the state road projects came up for discussion, the Chief Minister Omar Abdullah desired that he would himself be the at the helm of affairs and look after it in capacity of Chairman, some Congress Ministers not only resisted this proposed move but also voiced concern over the composition of Board of Directors of the proposed Corporation. The Congress ministers contended since the R&B portfolio at the time of distribution among the coalition partners has gone in Congress kitty, it continues to be so, no matter the adjustment of a new minister is pending for reshuffle. Congress contention was that Corporation would essentially be under the R&B Ministry , it should be taken care by none other than the minister himself. Sources said even the Chief minister supported by some ministers from his party tried to convince that Cm had ultimate authority in such matters and decisions, Congress opposed this time tooth and nail , much to the disappointment and annoyance of the NC brigade. The Congress ministers also expressed concern and reservation with respect to appointment of Board of Directors for the Corporation, saying it was not satisfied with the pattern government has chosen to follow. The Congress resistance made CM and NC as a whole to make some changes in this decision following which the proposal of setting up this ambitious Corporation saw clearance, sources added. Contrary to the original proposal, the Chief Secretary , who was initially desired by NC to be Vice-Chairman of the Corporation, following stiff resistance by the Congress was modified and MOS R&B minister substituted for this. However, what made NC angry and put the ruling party on back foot was the Congress opposition to the move of having B.Ed as basic qualification in appointment of teachers. Sources sad even as NC and the Higher Education minister in particular had come with full preparations on this matter with a resolution as well, something which would have benfitted NC in consolidating political gains, Congress saw it through well in time and opposed following which NC had to make retreat in this matter too.
