| RTI Movement calls for crusade against corruption | | | Early Times Report
Srinagar, June 2: Corruption has assumed unprecedented proportions in J&K state and any kind of punitive /remedial /reformative action is not available in the system. This was stated by Dr Muzaffar Bhat, the chairman of RTI Movement while addressing a press conference here today.
Bhat said the youth in the state are frustrated and restive and they seem to have no role models of their liking in the society and feel bewildered. "Since JK Government and the Government of India are not taking any notice of all the prevailing situation of corruption, there is an urgent need of a campaign against corruption at the people's level. There is no doubt that the general public is deeply interested in a system based on equity, justice and corruption free governance. Let us all join the movement against all kinds of grafts", he said. He said the State Accountability Commission, State Vigilance Organization and State Information Commission have not been able to respond to the aspirations of the common people because of certain difficulties these commissions must be facing and the result is that people feel badly let down.
Bhat gave a details of some `blatant' frauds on which the J&K Government did not show the nerve to act.
Fraud under Roshni Act:
"A case stands registered by the State Vigilance Organisation many years back and when the vigilance approached the State Government for allowing it to prosecute the people involved in the scam the permission was not granted by the Government. The allotment of land in Gulmarg under Roshni Act to land mafia is utter violation of the Roshni Act which clearly says that Forest land cannot be transferred under Roshni Act to anybody. The vigilance organization was sincere enough about this case but they could not proceed ahead as the politicians at the helm of affairs obstructed the whole process. The recent ruling by Supreme Court of India has settled the period of time for which any Government can withhold its permission (sanction for prosecution) . The permission has now to be given within three months.
The print and electronic media in JK state has been highlighting the cases of grave misconduct and brazen corruption in which some Ministers have indulged from time to time during past several years. We have compiled a list of all such cases and even a senior congress leader also highlighted recently cases of graft / corruption in which certain Congress Ministers are involved but no action was taken."
2000 works allotted without tenders from 2008 till 2010 by PWD (R&B) :
" We obtained authentic information from civil secretariat PWD (R&B) department that 2000 works were allotted by R&B without tenders in J&K from 2008 till 2010 (2 years) . News papers carried this whole news but no action till date. We brought this matter into the notice of CM , MOS PWD several times but no action has been taken."
5000 illegal appointments in Local Bodies:
"It was widely reported in press that 5000 plus people were appointed by Local Bodies department in various municipal committees across J&K few years back on so called "need based" scheme . This so called need based scheme has neither been approved by the cabinet nor does it have any policy backing or an approved budget. Seven enquiries have been instituted as mere an eye wash and not a single enquiry has been allowed to proceed to any conclusion."
Purchase scam in Government Dental College Srinagar / Jammu :
"We recently exposed a purchase scam in Governmentt Dental College Srinagar /Jammu wherein various Dental equipments were purchased on exorbitant rate by the present Principal. We exposed all this by using RTI as a tool. Local press / TV channels highlighted this matter. The vigilance is probing this matter and the Anti Corruption Special judge has also asked for a report but till date the Medical Education Minister is not attaching the Principal of Dental College in order to ensure transparent probe."
BOSE impersonation scam :
"The local press exposed the scam related to copying and impersonation by former Education Minister's son during 2009 Matriculation exams but till date the crime branch report which was initiated on the directions of CM has not been made public and even the Chairman BOSE continues to be in the office."
30 Crore Ganpat Bridge scam in Doda:
"We exposed a scam of Rs 30 Crore dating back to 2007 wherein JKPCC allotted 30 crore bridge construction to a Jammu based firm without inviting any tenders. We obtained documents under RTI Act. A sum of Rs 5 crores was released in favour of the contractor one year prior to start of work (2006). This contract was allotted by the then R&B Minister and till date no action has been taken against the Minister or the former MD JKPCC." |
