Four decades later, debate refuses to die | Land to The Tiller V/S Roshni | | Abodh Sharma Jammu, June 4: Even as many illegal occupants have been regularized as the owners of thousands of kanals of state land under hyped Roshni Act, more than four decades later, those who lost their land under Land to the Tiller Act are still questioning Government's intent in bringing about two contradictory legislations which changed the fortunes of many forever. While under the Roshni Act, those who had illegally occupied government land were made legal owners, under the Land to The Tiller Act, the legitimate owners of their ancestral land were robbed of their properties. Interestingly, both Roshni Act and the Land to the Tiller Act were brought by governments of the National Conference. Four decades after they lost their ancestral land to their tillers under the act brought by Sheikh Mohammad Abdullah in 1971 that was made applicable to Jammu province only, a group of affected people still seek redressal of their grievances, with a little hope though. "This is grave injustice to us" pointed out Dalbir, a resident of Bhalwal. "My father was a soldier, who had to stay away from home to meet the demands of the duty, impelling my mother to hire others to take care of our land. In 1971, when my father was guarding frontiers in East Pakistan, Sheikh Abdullah's Land to the Tiller Act usurped all his ancestral land holdings," He rued. "On one side, those who occupied state land illegally have been made legal owners under the Roshni act, on the other, people like us were dispossessed of our land holdings through an act, which was implemented selectively" he added expressing anguish. There are many like Dalbir and his father, Sub. Heera Singh, who have been left with little to bank upon. Om Prakash Sharma, who retired from police service 12 years ago, is a son of a landlord, who was also in government service. Sharma, whose father owned tens of acres of rich agricultural land in R S Pura tehsil, now has to buy his ration from the market. "My father was also in police service and our ancestral land was tended by tillers, who were effectively made the owners of our land" said Sharma. "Shall the scope of Roshni be extended to undo the injustice meted out to us?" he asked sounding hopeless.
