| Jugal for speedy implementation of IWDP, DPAP, DDP | | | JAMMU, JANUARY 31 Minister for Rural Development and Panchayats Mr. Jugal Kishore Sharma has stressed for speedy implementation of Integrated Water Development Projects (IWDP), Drought Prone Area programme (DPAP) and DDP projects for controlling land erosion, taping of water resources and ensuring green and healthy environment in the state. The Minister was addressing at State Level two-day workshop on on-line monitoring of area development programme and technical training of IWDP (Haryali) projects under implementation in J&K. Mr. Jugal Kishore said that the said schemes are under implementation in the state and are funded by Department of Land Resources, Union Ministry of Rural Development, he said the senior officers of the ministry who have come to the state shall be guiding and training the officers of the state government associated with the implementation of Area Development Programme projects. He hoped that by virtue of thorough interaction between the central government officers having the national level expertise and state government officers, the methods going on on-line using the pass-words and ID codes issued by the ministry shall be debated and accordingly training shall also be provided. Referring to other allied sectors, the Minister said that the Rural Development Department (RDD) is now handling projects for around Rs. 100 crore which can revolutionise the land profile of the state in terms of water harvesting improvement of Agriculture and Horticulture sectors. This achievement, he said, has been primarily made during the last two years and emphasizing the objectives of the scheme the department shall be in a position to obtain Rs. 50 crore this year, in view of the tremendous scope and need in the rural areas. Stressing for people’s involvement through panchayats and other Rural based village development Committees the minister called upon people to make the implementation of the schemes a successful mission for benefiting poor and rural masses. Pathak said that J&K state has the highest unproductive wasteland area of the country and around 70% of the land state is wasteland as compared to national average of 20%. Mr. Pathak said that necessary steps needed to be taken up to save further deterioration of the land by the current programme through reputed consultants for systematic prioritization. In this connection, Mr. Pathak impressed upon state Rural development officers to make speedy expenditure of the funds being provided from time to time so that the funds earmarked for the purpose could be judiciously used in the interest of implementation of the said scheme in the state. Secretary Rural Development Department M.S. Khan urged for implementation of these schemes particularly in Doda, Udhampur, Leh and Kargil on warfooting as the schemes have been remodeled as per need of these districts, he said that Rs. 100 crore project sanctioned by the Central Government would ensure ecological balance and other environmental benefits, but the public participation at all levels is very important for better implementation of the schemes. Mr. Khan while emphasizing for restructuring monitoring system, said that to fill communication gap and to address the problems of the people, on line information should be made available for executing agencies. The meeting was among others attended by Technical Director, Department of Land Resources, Minister of Rural Development Department Mr. L. R. Malik and Senior System Analyst Mr. Dinesh Kumar and Director Rural Development Department Jammu Mr. G. K. Bhagat, Director Development Department Mr. M. A. Bakhari and other senior officers of the Rural Development Department. |
