Govt. fails to resolve unemployment problem in J&K

For among many things the National Conference led Government is being blamed for playing ducks and drakes with the employment policy. Despite the fact that the ruling coalition has framed an ambitious employment policy two years ago the problem of unemployment continues to be a major political ailment in Jammu and Kashmir. What is intriguing and shocking is the report which reveals that the Government has not been able to fill about one lakh posts that are lying vacant with the result the number of unemployed youth keeps on swelling. The Law Minister, Ali Mohd. Sagar, has stated that these posts could not be filled because of the court ruling. Yes, the Court has stayed filling of the vacant posts on some genuine grounds but the Government could have initiated measures for rectifying the wrong so that the Court could remove the stay order. It has not been done. Hence it would be sheer shame if the Government continues to blame the judiciary. Knowing that the problem of unemployment, if left unresolved, could provide manpower to the militant outfits the Government needs to tackle the problem on a war footing. In the absence of remedial measures the situation on the unemployment front has become quite critical. The Government needs to evolve a process or a methodology for resolving the problem of unemployment failing which it can promote starvation which can be the source for anarchy. The contours of the problem is as follows. While the number of jobless youth in Jammu and Kashmir has swelled to almost six lakh, the State Government is delaying the filling of more than one lakh vacant posts in various departments in Jammu and Kashmir. The posts, both gazetted and non-gazetted, continue to lie vacant despite government keeping aside budgetary provisions annually for filling them up. By the end of January this year, at least 5250 gazetted posts were lying vacant while the number of vacant non-gazetted posts had swelled up to 35,694, apart from 11350 class IV vacancies. Besides, the Government has not filled up 43000 vacancies of daily wagers announced for seven identified departments. Officials said government had issued order for engaging 43000 casual/seasonal laborers in seven departments.
While 10000 labourers each were to be engaged in Power and PHE/Irrigation and Flood Control Departments, 8000 engagements were to be made in Rural Development Department, 6000 each seasonal/casual engagements were targeted for Public Works and School Education departments, 2000 and 1000 labourers were to be absorbed in Floriculture and Forest Departments. But there has been no forward movement on the proposal.
The state Government had stated during the last budget session of the State legislature that at least 5,97,000 unemployed youth had registered themselves with employment exchanges. In contrast, the number of vacancies, both gazetted and non-gazetted, filled by the Government during past three years starting 2008 has been 29,797. While 6026 recruitments were made by the Public Service Commission during the period, around 20241 posts were filled by the State Service Selection Board during the time. Another 3530 class IV appointments were made from 2009 to 2011. The vacancies continue at a time when J&K is witnessing confrontation between government and its employees over enhancement of retirement age. It would be better for the Government to evolve a new policy not only on providing jobs to the six lakh unemployed youth but also on the process needed for filling the vacant posts in different departments and that too when about 5,000 employees retire every year. Even by filling the vacant posts the Government could tackle the problem of unemployment without incurring heavy expenses on meeting the wage bill. Besides this, the state Government should take up the unemployment problem with the centre so that some quota was fixed for the educated youth from Jammu and Kashmir in Armed forces, paramilitary forces, central public sector enterprises. Experts say if the Railways and the paramilitary forces besides the Army reserve 10 per cent posts for the youths in Jammu and Kashmir the state would be free of the problem of unemployment.
