Madhav Lal committee recommends action; Govt allows Pathania go scot free | 'Apun ki choice ka mamla hai' | | Syed Junaid Hashmi JAMMU, June 9: Strange are the ways in which government functions! Jammu University (JU) is yet to initiate action against former Registrar Dr. P.S.Pathania and two other officials indicted by the three man inquiry committee. The committee has bluntly accused Pathania, who is presently OSD to Vice Chancellor CUJ, of financial misconduct and indiscipline yet the government has preferred not to take immediate necessary action against him. The three man committee which included present Principal Secretary to Chief Minister Omar Abdullah B.B.Vyas, Power Secretary Sudhanshu Panday and ex-Education Secretary Tanveer Jahan. Above all, committee was headed by Chief Secretary Madhav Lal. If sources are to be believed, Governor N.N.Vohra's office was monitoring the inquiry closely yet after the report was submitted; JU authorities took half-hearted and seemingly politically motivated actions. The inquiry committee had been told that P.S.Pathania took more than Rs. 20 lakh as advance from Jammu University over the years and never bothered to return the same. The other allegation levelled against Pathania was that he had managed to get Rs. 14 lakh adjusted from Dean Student's welfare Fund for the money embezzled by him on the name of Spic Macay Cultural Functions. Inquiry committee inquired and find out that more than Rs. 8 lakh was still outstanding against Pathania out of the money advanced to him for organising various events from September 5, 2002 to June 9, 2010. Committee has said that as Registrar of the university, Pathania was supposed to ensure that administrative and financial norms are properly observed. It has held University officials responsible for taking no action against Pathania despite being aware of his financial wrong doings. On his joining Jammu Central University (CU), committee has called it strange and said that Pathania should not have been relieved by JU officials since there was huge amount outstanding against him. Committee has concluded that rules have been given a complete go-bye and the officers of Registrar's branch have failed to discharge their functions professionally. Committee has recommended initiating separate disciplinary action against the officials apart from Registrar P.S.Pathania who were then managing Registrar's office. Pathania did not stop here and went on to appoint Deputy Registrar P.K.Koul as Joint Registrar in Bhaderwah campus despite the fact that he was due to retire in 6 days from the day he was elevated. Committee has observed that Koul's appointment was non-transparent and without following proper procedure. Pathania, who is presently working with ex-Chief Secretary S.S.Baloria, has seemingly managed everything under the sky in Jammu University. His close relative Drikita Singh was appointed as Assistant Registrar against a vacant post at Bhaderwah and later, the same post was transferred to Jammu campus where Drikita was adjusted on a plum posting of Assistant Registrar in-charge of college. Committee has observed that the post of Assistant Registrar was meant for Bhaderwah campus only and should not have been transferred to Jammu since no such provision had been mentioned in the advertisement. Committee has accepted that Pathania had failed to justify his appointment as Registrar of Jammu University. It has recommended for appointing a professional person who can be relied upon to improve the systems especially those related to Human Resource Development and financial transactions. It has further added that nature of complaints do indicate incompetence of Pathania and prove that he had failed to provide sound professional support to the vice-chancellor and to the University during his complete tenure.
