Jammu, Jan 31
While senior National Conference leader Abdul Rehman Rather today demanded judicial inquiry by a High Court Judge into the killing of Abdul Rehman Paddar, State Secretary CPI(M) and MLA M Y Tarigami demanded a commission for inquiring into all human rights violation cases reported during last seventeen years.
The two leaders put their demands in separate press conferences outside Legislative Assembly soon after Speaker Tara Chand adjourned the House following uproar by National Conference members on the issue of killing of carpenter Abdul Rehman Padder in a ‘fake encounter’.
Maintaining that human rights violations have been increasing with every passing day, Rather alleged that government is shying away from holding a discussion and added that Opposition would not allow any business until their demands are not agreed by the government.

Questioning the assurances made by the Prime Minister Manmohan Singh and Chief Minister Ghulam Nabi Azad for observing ‘Zero tolerance’ on violation of Human Rights by SF, he said such exposures have put their credibility on stake. He said earlier government had declared that it has winded up ‘Special Operation Group’ and after four years a killing of a person is being attributed to it. Quoting names of various persons who have gone missing, he said there are several hundred more cases who are feared to have been killed by the police in ‘fake encounters’.
CPI (M) leader Tarigami on the other hand demanded for constitution of a Commission for inquiring into all cases of Human Rights Violation reported during last seventeen years. He said it is for the first time that government has acted so quickly adding that this promptness has to be maintained in future as wellHe called for evolving a mechanism to fix the responsibility of the violations committed over all these years of disturbance in the state.
