| Cabinet sub-committee examining amendment to SRO-294: Haji Nissar | | | Jammu, Jan 31 The government has constituted a Cabinet sub-committee for examining the demand for amendment to SRO 294 followed by another committee of administrative secretaries to Resolve the matter. This was disclosed by Minister for Social Welfare Haji Nissar Ali in reply to question by. P.N. Namgyal today in the Legislative Council. Replying another question by S.Arvinder Singh, Minster for Social Welfare told the House that Srinagar/Jammu Municipal corporations have projected certain demands for grant of funds for development schemes in both the cities. He said due to meager sources of revenue, the Municipal Committees are mostly dependent upon the funds released by the government under different heads. Besides, the Corporations are contemplating to impose tax on land and buildings. A huge amount on account of arrears are outstanding from allottees and efforts are being made to recover the same from them. However, the infrastructure development of Srinagar/Jammu cities have been taken up through JNNRUM and proposal in this behalf stand submitted to government of India for approval. In reply to a question by Prof. Bhim Singh, Minister of State for finance Prem Sagar Aziz has said that the terms of existing arrangements state government is required to employ J&K Bank as bankers as for as possible and the bank shall act as the banker to the state government. He further said since the state government does not have ways and means facility with RBI, the government has availed such a facility by way of overdraft from J&K Bank. Replying to a question by Ghulam Rasool Kar, Minister of State for Cooperatives Aijaz Ahmad Khan informed the House that there are 33 branches/ extension counters of Central Cooperative Bank in Baramulla. Of these 21 branches are in Baramulla and 12 are in Kupwara. None of the person working there have been appointed on causal basis/permanent basis except one Mr. Fayaz Ahmed Lone whose appointment has been made under SRO 43. Replying another question by Mr. Ali Mohammad Sofi, the Minister Mr. Aijaz Ahmad Khan on behalf Housing and Urban Development Minister said that a pre-feasibility report for drainage and sewerage system for greater Srinagar was initiated during 2002 at an estimated cost of Rs. 1741 crore which include Rs.1338 crore for sewerage and Rs. 403 crore for drainage system. The drainage project was approved by state level steering committee headed by Chief Minister for inclusion in the city development plan prepared for implementation under JNNURM. The city development plan stands submitted to Centre for sanction. In reply to another question by S.Praduman Singh, the Minister said that Rs. 236.55 lakhs were allocated for Jammu region, Rs. 463.45 lakhs were allocated for Kashmir Division and Rs. 50.65 lakhs were allocated for Ladakh region for development of fisheries sector. Supplementaries were raised by Mrs. Farida Mir, Mr. Ashok Kumar Sharma and Mr. Nassarullah. Replying another question by Mr. Ali Mohammad Sofi, the Minister of State for Forests Mr. Aijaz Ahmad Khan said that the State Forest Corporation has about 1,82,271 cft of Deodar, Kail and Fir timber lying in various sales depots and saw mills in Kashmir Valley. Regular auctions are being held and timber in various sale depots is auctioned in favour of participating/timber merchants/consumers. A committee of officers constituted by Board of Directors (BOD) of State Forest Corporation conducts regular auctions in the TSDs of State Forest Corporation. Therefore the possibility of embezzlement is ruled out. Besides, there has been considerable increase in the average auction rates of timber of all species and classes during last 2-3 years. Supplementaries were raised by Mr. Ashok Kumar Sharma and Abdul Gani Vakil. In reply to a question by Mr. Abdul Gani Vakil, Minister of State for Education S. Manjit Singh informed the House that Directorate Education Srinagar has purchased books from local writers for the last three years and the process for purchase for this year is under process. He said the books are purchased after these are selected by a committee constituted for the purpose. Proper advertisement is being published in print media invited offers from local authors. Minister of State for Power Peer Mohammad Hussain in reply to a question by Mr. Ashok Kumar Sharma, said that government is committed to check pilferage of power and ensure improved supply and quality of power by installation of electronic meters. He said that over one lakh electronic meters have been installed in Kashmir division during past two years and 85715 electronic meters installed in Jammu division. He further said the process is continuing and more electronic meters will be installed in both the divisions to ensure quality power to the consumers. He further said one electronic meter costs the state to Rs.1501 including installation charges in Kashmir division and Rs.1506 in Jammu division and till date Rs.27.886 crore have been incurred in this behalf till date.
