Young Panthers, NPSU protest outside PMGSY CE office | | | Early Times Report
Jammu , June 11: Activists of young Panthers and NPSU today held a massive demonstration outside the office of Chief Engineer PMGSY Jammu against what they described as the total collapse of PMGSY machinery and failure of the concerned authorities in implementing this most ambitious GOI flagship programme in the right perspective. Alleging large scale lapses, omission and commissions in the functioning of PMGSY they demanded a thorough probe into the working as well present status of all PMGSY schemes sanctioned during the last ten years. The protestors led by Pawan Dev Singh Provisional Secretary Young Panthers and Pratap Singh Jamwal President NPSU alleged that large scale corruption besides negligence and lethargic approach of the concerned authorities had deprived the general masses of the benefits envisaged under the scheme. They alleged that Deptt.-Contractor nexus prevailing in the Deptt. had jeopardized the PMGSY edifice with the majority of funds under the scheme being siphoned off by the corrupt officers in collusion with the delinquent contractors. They deplored that a vast number of contractors had abandoned their contracts half way and violated the terms of agreement but none of them had been penalized as per the terms of contract. They alleged full immunity having been granted to erring contractors by corrupt elements in the administration. Quoting a particular instance of administrative inertia and red tape in the Deptt., Pavan Dev Singh said that the PMGSY Deptt. had failed to complete even the tendering process in respect of Basantgarh-Khaned PMGSY road which was sanctioned by GOI in April 2010 and 26 months had elapsed with the deptt. sleeping over it. Likewise he alleged that hundreds of PMGSY schemes sanctioned in 2005-06 and required to be completed before April 2008 as per agreement had been abandoned by the contractors enjoying full patronage of corrupt and reckless officers in the Deptt. Accusing the PMGSY Deptt. of criminal negligence and despicable apathy in the proper implementation of PMGSY, the NPP leaders said that the concerned officers had failed to revise the 'Core-Network' of PMGSY so as to ensure incorporation of left out areas within the ambit of scheme. He said despite GOI's repeated calls and reminders, the Core-Network had not been reviewed with the last date announced by the govt. of India having been fixed for 18th June. |
