NC will have to pay for not empowering Panchayats: Mehbooba

Srinagar, June 12 : Lashing out at the coalition government for its 'delaying tactics' on empowerment of Panchayats, People’s Democratic Party Chief Mehbooba Mufti said the National Conference will have to pay for rendering the grass root institutions dysfunctional.
"Panchayats are the basic institutions of democracy and should be empowered. These institutions are in the interest of people's welfare and delaying their empowerment will harm the people of the state", Mehbooba said. "If they fail to empower them, the National Conference will have to pay dearly for it", she added. Calling the setting up of Panchyati Raj Institutions a cruel joke with the people of the state, Mehbooba called for early delegation of power to Panches and Sarpanches, which according to her will help in upholding the sanctity of people's emotions in general and those of the Panchayats in particular.The PDP President also demanded that honorarium in favour of the Panches and Sarpanches be fixed at the earliest. "They risked their lives, people came out to vote and it all ended up in nothing", Mehbooba said. "The government must fix a suitable honorarium for Panches and Sarpanches so that they could also honorably carry out their work. We had done the same in respect of urban local bodies members" Mehbooba said.
Rejecting the idea that the empowerment of PRIs will result in disempowerment of legislators, Mehbooba clarified that their empowerment could have been on the contrary helpful to the legislators. "MLAs would have benefited from PRIs as they know the requirements and priorities of development in their areas first hand", she added.
Alleging the National Conference of dis empowering and destroying the state institutions, Mehbooba said the party has never trusted state's institutions. "They believe in centralizing powers to keep everything to themselves, which is against the basic tenets of democratic setup", she said. Castigating the government for not having a clear cut policy for empowerment of the PRIs, Mehbooba criticized the government for not being able to ensuring security of Panches and Sarpanches, after rendering them vulnerable. "What is government's policy to ensure their safety", she asked.
