73rd, 74th amendments for empowering panchayats | Ministers stalling move for fear of dilution of power: AICC Secy | | early times report Jammu, June 13: In what can be seen Congress raising its pitch once again over empowerment of Panchayats in the state, AICC Secretary and incharge J&K affairs Abdul Manan Ansari today said in clear and categorical terms that adopting of 73rd and 74th amendments of the Constitution of India by the State is mandatory and if the government fails to do so, the very purpose of holding the Panchayat polls will be defeated. Manan asserted the elected sarpanches and panches cannot be denied this right and it was for both the alliance partners NC as well as Congress to sit and sort out the matter at the earliest. "Those resisting this move must understand that it is very basic right of the elected representatives…..people cannot be deprived of this fundamental privilege which is granted all over the country…..all Congress ruled states have taken lead in adopting these amendments soon after elections", Manan Ansari , who is on tour of state said while speaking to ET. AICC Secretary said these were mainly some ministers in the government who have been resisting and stalling this move of granting empowerment through these constitutional amendments. " They (ministers) feel that their powers will be diluted if incorporating these amendments which is an unfounded apprehension…. they must realize that decentralization of powers has to take place once the panchayats start functioning normally and independently …in fact it is their duty to see that it happens at the earliest", said the Congress leader. Asserting that empowerment Congress way has to happen sooner or later, the AICC Secretary maintained that panches and sarpanches were within their right to ask for functional autonomy ……we wonder why government is making delay in it……after all Panchayat elections which are being seen as historic achievement were held for the very purpose of giving free hand to representatives at the ground level to work for betterment of masses at the ground level. "People who elected have a right to ask them why they are not able to ensure simple infrastructural facilities like proper drainage, sewerage in over one year", Manan said while strongly advocating for the cause. It is time for our state leadership (Prof Soz) to take it up with concerned quarters… …..state cannot afford to make further delay ", he asserted, albeit avoiding to comment anything why party's ministers till date have not been able to convince NC, its alliance partner. "It is not my job as well …….I will meet JKPCC president in this regard and give him a review of what people have been aspiring in this regard….he shall convey it to right quarters ", he added. The AICC leader who has been meeting party workers said that the feedback he has received so far is that there is overwhelming desire and aspiration for this demand to be met. I am taking stock of every aspect of functional aspects of frontal organizations of the party. However, this is most crucial issue and I am bound to brief the high command and concerned quarters in New Delhi about the 'feedback' at the ground level, he observed.
