| Land encroachment goes with impunity in J&K | | | early times report
JAMMU, June 15: With Government losing its control the land mafia is increasing its activities day by day in the state. Recently there were revelations that some mafia groups had encroached the Government land in Pattan area by some blue eyed boys of the Government.
Taking the matter as serious Speaker Mohammed Akbar Lone had constituted a Committee of Legislators to probe and asked the concerned deputy commissioners to report compliance. The issue was raised by PDP leader and former Minister Moulvi Iftikhar Hussian Ansari in the Assembly who while turning the attention of the Government towards the issue alleged that land grabbing goes with impunity in the area and the mafia is filling the marshy land meant for water bodies to convert it into residential and commercial plots.
The issue is not confined to Pattan area of Baramulla district or some localities in Srinagar district of Kashmir valley but the land grabbers are active in entire state almost in all the three regions. In Jammu hundreds kanals of state and forest land has been encroached at various places by the land mafia having patronage of ruling class or other politicians and the officers at the helm of affairs are unable to take action against them.
In Jammu recently various cases of land encroachments surfaced in which some big wigs were involved but the authorities knowing consequences were unable to act against them. The maximum colonies in Jammu have been developed on state or forest land and there is no opinion that some politicians have also constructed their mansions on the Government land in outskirts of the city throwing all rules and norms to winds.
Once the law makers who have to first give an impression that they are the law abiders break the rules and regulations how can the common man or the land grabbers be blamed for encroaching the state land. Moreover, the politicians who are themselves involved in encroachment of state land can't take action against the land mafia who taking the advantage of this weakness of the politicians are increasing the activities in grabbing the state, public or private land.
Recently DC Jammu in a status report against the land grabbing in village Darmal-Barnai has indicated that state land has been grabbed for construction of a commercial complex by a private party. The report is with the Government but till date no efforts were made to restore the land to its previous status.
Besides in other status reports given by the other higher authorities of the Revenue Department hundreds kanals of land have been shown as encroached by influential people and big wigs. This is a cause of concern but who will act against the defaulters as the ruling class lacks the will to act.
The sad state of affairs has taken such a turn that the hundreds kanals of land of displaced people in Valley has also been encroached by land mafia and though the concerned DCs were appointed as the custodians of this land under Distress Sale Act but have failed to check these encroachments.
Not only the private land of Hindus who are living in exile for last 23 years but that of their religious places has also been encroached by the land mafia in Valley and at various places the government agencies are themselves involved in encroachment of the land.
