Legislators fume in DDB meetings, say development works will suffer
No raise in district plans' budget this year

Jammu, June 16: Even as the coalition government has begun District Development Board meetings but these are in for much criticism for a host of reasons , this time angering the legislators for very low or less budget earmarked in the district plan . Though there are some other factors on account of which the DDB meetings are not witnessing a smooth sailing, no increase in the budget amount this year is drawing flak even from the legislators of ruling alliance partners.
Sources said almost in all the District Development Board meetings held so far , the legislators presented their observations on a disappointment note as the government has raised amount in the district plan which is earmarked for various development works every year at the district level. Sources said while this has angered many legislators in the meetings, they are questioning the reasons in the backdrop of the fact that government itself on one hand is making tall claims of liberal funding from Centre and the ministers as well as leaders coming frequently from Centre too get tired of making inflated assurances as to sky is the limit for support from Centre for this state , implying funds are no problem and these are being pumped through various schemes and special packages for J&K.
Sources said while many MLAs have registered resentment as why there was no hike in the budget , they are also contending the state government must justify the reasons. Interestingly, the government is attributing lack of adequate funds and blaming it on Centre , but the legislators are questioning they have the right to know which of the two contradictory claims is true - Centre is saying J&K is getting liberal funds or the state government blaming it on Centre for shortage of funds…?
While resentment is being expressed the way district plans have been prepared and presented for current financial year, sources said the legislators even from ruling parties have expressed reservations and contended that if this pattern of low budget continues, the development works in any sector particularly which have been kick started in health and education sector would be completed in 20-30 years and never within the stipulated time envisaged by the government . The government, sources said has however maintained silence and is showing no response to the cries and clamour of the legislators.
Pertinent to mention is that DDBs are usually presided over by the Chief Minister or in some districts by the senior cabinet ministers. It goes without saying every year in the Assembly session, the DDB meetings come in for sharp criticism as legislators often complain that government seldom implements the decisions taken in these meetings nor does it stick to promises and tall claims made during the proceedings of the meetings.
