Early Times Report
srinagar, June 16: Angered by what they called massive use of force to prevent proposed march to Governor House, the Employees Joint Consultative Committee may go for indefinite strike. The meeting to chalk out future strategy has been scheduled for June 19.
A spokesman of the Committee while condemning use of force and indiscriminate arrest of the government employees said we have been left with no alternative but to pursue a harsh course of action.
Earlier, police resorted to cane charge and effected hundreds of arrests to prevent agitating government employees from marching towards Governor House in the summer capital today as complete lock out across Kashmir crippled the administration.
According to reports, massive security arrangements notwithstanding, government employees across Kashmir managed to reach Srinagar and assembled around Municipal Park. They chanted slogans against government and in favour of their demands. .
The police, reports said, foiled their march towards the Raj Bhawan by making full use of colour water cannons. The police also resorted to cane charge to disperse the employees who seemed determined to march ahead. Hundreds of employees were taken into custody, reports said.
Reports said the police had erected barricades on all routes leading to Sringar. Passengers were asked to show their identity cards. The government employees, reports said, were restrained from reaching Srinagar.
The police also conducted nocturnal raids in Srinagar to arrest the leaders. However, most of them had gone into hiding and managed to assemble at various places.
Reports said Abdul Qayoom led hundreds of his associates to Municipal Park. They were soon joined with a procession led by Local Bodies United Forum leader, Manzoor Ahmad Pampori. Soon after, they started their march towards the Governor House. The police, reports said, intercepted them near Traffic headquarters and resorted to cane charge. The employees dispersed but reassembled in small groups around the Municiapl Park.
Sensing trouble, the police cane charged them and took scores of persons including Qayoom into custody. They were taken to Police Station Kothibagh.
While the police were cane charging Qayoom and his men, EJAC (K) leader, Khursheed Alam appeared on the scene with his men. He too was taken into custody and taken to police station Kothi Bagh.
Besides Khursheed Alam and Abdul Qayoom Wani the prominent among the arrestees are Fayaz Andrabi, Muhammad Ashraf Bhat, Tasleema Rashid, Kulwant Singh, Masood Nazki, Firdous Darvish, Abdul Majid Parray, Abdul Rashid Bhat, Mairaj-ud-Din, Fayaz Shabnam, Ghulam Muhammad Hamdard and many others.
Meanwhile, all government and semi-government offices remained closed. The lock out also affected the educational institutions.
Late in the evening, JCC leader, Khursheed Alam astigated the state government for backtracking on its agreement signed with the employees, Alam called for its early implementation. "The state cabinet has ratified the agreement between us and the government and the state is bound to implement it", the JCC leader said. "The Chief Minister's political advisor had told us on behalf of the CM that our just demands will be met but nothing of that sort has happened so far", he added.

When asked if the government made efforts to talk to the JCC leadership, Alam said the government was callous towards them. "Govt is neither ready to talk to us nor showing any positive intent of acting upon its own agreement", Alam said. "I don't know who is stopping the government from acting upon its agreements but we feel there are some other people who don't want peace and tranquility to prevail. They also don't want the government to function smoothly", he alleged.

Pertinently the Joint Consultative Committee of employees had called for a 4 day programme to press for their demands which include enhancement in retirement age from 58 to 60 years, payment of 6th pay commission arrears, regularization of temporary employees and removal of pay anomalies.
