Monitor progress of development works periodically | | | In terms of resources in the shape of forests, forest wealth, flora, fauna, riv ers, lakes nature has been quite kind to Jammu and Kashmir state. It is one among a few states that has the potential of generating 20,000 MWs of electricity. But the most unfortunate part is the inability of the successive state Governments for harnessing its water resources for generating optimum power. So far the state and that too with the financial and technical assistance from the centre has been able to generate about 2400 MWs of power thereby leaving a big gap between the demand and the availability. This has caused deep discomfort to the people of the state, bigger discomfort to people in the Jammu region during the summer months and to the people in the Kashmir valley during the winter months. Had the successive state Governments been able to utilise its water and forest resources properly people in the stat would have not to bank on heavy imports of all essential commodities, including the foodgrains. Frittering away its natural resources has resulted in a situation in which the state has not been able to tackle the problem of unemployment, drinking and power shortage. Proper utilisation of its natural resources besides optimum utilisation of funds amarked under the centrally sponsored schemes would have helped the state to increase production in the sectors of agriculture, horticulture and industry. The lopsided execution of schems under the state and the central sectors has been criticised by the Planning Commission which otherwise has been quite liberal in finalising and framing the annual plans for Jammu and Kashmir. The Planning Commission of India (PCI) is understood to have pulled up the Jammu and Kashmir government expressing displeasure over its inability to keep up pace of development and provide much needed impetus to the state eco-nomy. Reports have indicated that a PCI team led by senior Commission member BK Chaturvedi during a meeting with officials from Jammu and Kashmir has blamed the state government for its failure to come up with any innovative plans for infrastructure development. The meeting was convened to discuss 12th five year plan for the state. According to sources, the state officials were left red faced when they failed to respond to the queries of the Planning Commission on their proposals for growth and expansion in different sectors. It is believed that during the meeting PCI delegation made it clear that it would be more than willing to help the state develop infrastructure like mass transport system to meet its future needs and international airport to give flip to the state's economy and help toz find jobs for lakhs of unemployed youth. The state team of bureaucrats however failed to live up to the expectations of the Commission as they failed to come up with any innovative scheme or project for Jammu and Kashmir state's development before the PCI during the discussion. This indicat es that the state Government agencies have not been able to frame and formulate the basic contours of plans in various departments and sectors. In the absence of any proper planning prior to the meeting with the senior functionaries of the Planning Commission the state officials had nothing new an concrete to offer so that the Commission could come to the aid of the state. All this boils to one thing.The state Government has to alter its work culture and accept the Union Health Minister, Ghulam Nabi Azad's mantra related to execution of development works in double or even triple shifts. Besides this the centre needs to constitute a high level committee that would be carrying out periodical monitoring of the progress of each development work, whether in the state or the central sector.
