| Delhi HC blast accused desperate for surrender | | Negotiates deal with police | | Asif Iqbal Naik
Kishtwar, June 19:- Early Times is in possession of audio conversation of the dreaded Hizb militant Chota Hafiz, a face behind last year September 7 blast outside Delhi High Court killing 16 people and wounding 80 others with a local Special Task Force (NEGOTIATOR) offering surrender to Kishtwar police.
In recorded conversationof 8 min 54 seconds in first week of May this year few days after mysterious killing of TA person Noor Mohammad in Palmar area of Kishtwar district, Shakir Hussain alias Chota offers surrender. Hafiz is wanted by National Investigation Agency (NIA) in connection with ongoing probe in Delhi High Court blast.
After scrutinizing the audio conversation between Chota Hafiz and NEGOTIATOR , the Delhi High Court blast accused felt heat due to mounting pressure from security forces and has sent feelers for his surrender while negotiating with security agencies. He wants the surrender stage managed in a manner that it appears as if he is caught during fighting.
He fears that news of his surrender will endanger his family. The surrender or arrest of Chota Hafiz will be a major success for security agencies as it will help them reach to the bottom of Delhi High Court blast.
The NIA has already announced cash reward of Rs. 10 lakh on his head. During his conversation Hafiz agreed to surrender next morning and invite the negotiator to reach near Hydel Mill at Mulchitar with the request to open some volley of shots in air so that it appears that he (Chota Hafiz) was arrested.
The negotiator while trying his best to motivate Hizb commander for surrender and even agreed to send a vehicle for him. Chota Hafiz though wanted to surrender before police along with another associate Riaz Ahmed but feared that security forces might kill him soon after his surrender.
In order to show his sympathies towards Hizb commander family, negotiator tried his best to motivate him for surrender. He even pleaded innocence in Delhi High Court blast and said that he had not seen Delhi in a dream. The negotiator promises him that only he and Superintendent of Police Kishtwar will come forward to take his surrender. "You must trust me--- tell me the time and place, I will reach there along with my boss." Negotiator told Chota Hafiz. " it is the trust which matter-I don't want to take any risk of mistrust." Chota Hafiz replied to query of negotiator.
The negotiator told Hizb commander that opening of any kind of fire in air is risky and promised him that once he sit inside the vehicle, they will open the fire in air to divert the attention of his associate that it was not a surrender, but his arrest. Hafiz: You have made me a call earlier, but I was busy then….
NEGOTIATOR: Are you in emergency ….
Hafiz: Ya I am in emergency …
NEGOTIATOR: What kind of emergency do you have?
Hafiz: Not too much--- But your friends is running after us.
NEGOTIATOR: Which friend of mine is after you?
Hafiz: Yaar there is lot of presence of you in this area. (Hafiz refer to presence of security forces) .
NEGOTIATOR: I have told you to come back--- but you didn't agree.
Hafiz: Subha (Tomorrow)
NEGOTIATOR: What Tomorrow.
Hafiz: I will come tomorrow (Hafiz is talking about his surrender on next day of this conversation.)
NEGOTIATOR: Tell me the time.. I am telling you since last couple of days to come and surrender. I was told by my officer (Boss) to ask you where they had to come so that we can send a vehicle for the same.
Hafiz: I fear that if I will come, you will kill me.
NEGOTIATOR: Dear why don't you trust me--- I have child and I swear of him--- Isn't it enough---
Hafiz: No dear I have a fear of killing…
NEGOTIATOR: My mother has died, I swear by her-you come…. Don't have you trust on me--- tell me where I have to come--- I will come a long way for you as per your wish---- I will come on your commitment without any fear of my life---- than what is the fun of trust, if you don't trust on my commitment---
Hafiz: it is the trust which matter-I don't want to take any risk of mistrust----
NEGOTIATOR: I already swear of child and mother--- Isn't this important for you--- you tell the name for whom I swear so that you will trust on me----
Hafiz: The person who aim to surrender is no more now---
NEGOTIATOR: I have already tell you to tell me the name of thing so that I take oath so that you trust me--- If you agreed let your wife to accompanied me-
