Rs 20 crore HSRP contract allotted to blacklisted firm | | | early times report Jammu, June 23: Rupees 20 crore contract for High Security Registration Plates (HSRP) has been allotted by the State Transport Department to a firm that has been blacklisted by three states. Sources have told Early Times that the high profile contract was initially given to Pormuk Holffman, but later the Transport Department cancelled the contract and allotted it to another firm, Real Mazon. The officials of the State Transport Department and the State police had initially found Real Mazon as 'unfit' to handle the contract. The State Police had sufficiently warned the Transport Department not to give the contract to Real Mazon as the firm was already under surveillance by the Intelligence Bureau (IB). Following the rejection of their contract, Pormuk Holffman has also sent a legal notice to the State Government. It is important to recall that Pormuk Holffman had emerged as the lowest bidder for the HSRP contract when global tenders were called for the Rupees 20 crore contract. More than 8 lakh existing vehicles are to be fitted with the High Security Number Plates and every fresh vehicle including two wheelers, three wheelers, cars, SUVs, trucks, buses, tractor etc have to be fitted with the HSRP as per the directives of the Supreme Court of India which is monitoring the implementation of the directive throughout the country. The HSRP contracts given to Real Mazon have already been cancelled by the governments of UP and Goa. The high powered committee appointed to go into the misdoings of Real Mazon by the government of Goa had said, "Not only the contract process was vitiated, but the company also changed the joint venture agreement without seeking the government's approval". Nitin G Shah the Indian partner of the firm is allegedly involved in a murder case. He is also alleged to have floated front companies namely MS Real Industries LTD. and MS Tojies Eastern Security Technologies PVT LTD. At a recent function held in Bemina area of Srinagar city, Transport Minister, Qamar Ali Akhoon fixed the HSRP on the official vehicle of the Transport Commissioner. Reports have said the minister has shown ignorance about the details of the firm that has been allotted the contract in violation of all norms of propriety.
