PCC skips, Azad 'swoops' to pay tributes to Master Beli Ram | Makes resounding presence in Rajouri, announces sops in Health sector | | early times report Jammu, June 23: Union Health Minister and former Chief Minister of J&K Ghulam Nabi Azad today made a resounding presence in district Rajouri not only by making some lucrative offers to doctors besides sops in Health Sector but also politically. While the PCC chose to play the occasion down, not even paying formal tributes to party's stalwart Master Beli Ram on his death anniversary, Azad came all the way from Delhi to attend the function organized at Nowshera by one of the local leaders in his camp. Though Azad has been making frequent visits to state in recent past, his visit today to the border township today primarily to mark this occasion has unnerved not only some leaders within the party but his rivals in the political circles of state, who of late have been feeling uneasy and uncomfortable with his assertive presence loaded with political connotations. What made the things worse for the rival faction within the party today was that there was no ceremony, not even a formal statement of paying tribute to the late leader whose contribution and association with Congress during his lifetime cannot be overlooked. Significantly the main organizer of the public rally at Nowshera today was former minister Dr Romesh Chander who is seen categorized among the loyalists in Azad camp. Sources said upon his arrival from Rajouri the former Chief Minister as per the earlier schedule was to make stay Jammu but later left for Patnitop where he would stay for the night. While the main purpose of the rally was to pay tributes to Master Beli Ram, which Azad did in an unfailing manner but his visit is seen in the political corridors as making his presence felt in a strong manner in the entire district where the political base in terms of supporters is much stronger . Sources said his visit received well , no matter without leaders and official functionaries of PCC has given enough indications of the fact that he intends and perhaps is making endeavours slowly yet surely to make a comeback to the state and these visits are intended to grab space much ahead of 2014, the year when next Assembly elections are due in J&K. While addressing the rally Azad offered special incentives to the doctors in Jammu and Kashmir for serving in rural areas, besides announcing increase in the Central share of funds for the state under National Rural Health Mission (NRHM) from earlier eighty five percent to ninety percent. The Union Health Minister said that as an extraordinary measure to improve the health services in Jammu and Kashmir, centre has decided to pay special incentives to the doctors serving in rural areas over and above the salary. He said that the sop was being offered to encourage the doctors to serve in the rural areas who generally avoid posting in the hilly and far flung areas. The Union Minister also announced that henceforth Jammu and Kashmir would get ninety percent central share under the flagship National Rural Health Mission (NRHM) while the state government had to contribute only ten percent of the total allocations. He said in other states of the country Central share under the scheme was only seventy five percent. Deputy Chief Minister, Tara Chand, Minister for Tourism, Nawang Rigzin Jora, Minister of State for Cooperative, Dr Manohar Lal Sharma and Minister of State for Power Shabir Ahmed Khan were also present on the occasion.
