| Puri express concern over custodial killings | | | JAMMU | FEB 1 The convenor of people’s union of civil liberties (PUCL) Balraj Puri, have expressed his great concern over the custodial deaths in Kashmir. According to press release, Puri has demanded that it should be mandatory on the part of Deputy Commissioners and Superintendents of Police of each district to report every such incident to the National Human Rights Commission, as is the case in the rest of the country. To seek exemption for the state from this law under Article 370, he said, was misuse of the article which was not meant to provide protection to perpetrators of gross human rights violations appreciating the strong protests of the opposition and prompt action of the government over recent custodial killings, Puri urged the government to set up a permanent and effective mechanism to deal with such cases instead of taking piece meal and ad hoc commission which was reduced to the status of a toothless tiger.
