Congress-NC ties continue to be under stress

If the alliance between the Congress and the National Confer ence in Jammu and Kashmir has been facing conflict and tension it is the result of several factors. First being the history and legacy of mistrust and misunderstanding between the two premier political organisations. The level of mistrust has been there right from 1953 when the government led by Sheikh Abdullah was dismissed and Sheikh was arrested. And between 1953 and 1974 the two political parties remained as good as parallel lines which seldom meet. It was in 1975 that the tussle between Sheikh Abdullah and the Congress was buried under the Sheikh-Indira accord which enabled the tallest political leader in the state to regain power after a gap of about 22 years. If one had expected the two political parties to bury the history of differences under the accord one was wrong because within less than two years the divide between the Congress and the National Conference assumed new dimensions after the former withdrew support to the latter. The result was that the government headed by Sheikh Abdullah, that had survived for two years only because of the support from the Congress, was dislodged.
The fall of the Sheikh led Government was followed by fresh Assembly elections in which the National Conference mauled the Janata Party and the Congress. Since then it has been a hate-love story between the Congress and the NC. And despite the fact that in 1986 the two joined hands under the Rajiv-Farooq accord the level of mistrust between the two has been surfacing from time to time. And it again peaked when the Congress opted for an alliance with the PDP for forming the government after the Assembly election in 2002. The NC and the Congress have joined hands after the Assembly poll of 2008 and formed the Government.The relations between the Congress and the National Conference, despite sharing power, has remained as good or bad as between two warring neigh-bours. If the NC leadership is plagued by higher level of mistrust against the Congress it is the result of fears that the Congress could forge an allianc with the PDP to the disadvantage and chagrin of the NC leadership.
The NC leadership would have preferred to adopt a submissive role vis-a-vis the state unit of the Congress in the interest of the survival of the Government had it not realised the growing dissnsions in the congress camp in Jammu and Kashmir. Chief Minister, Omar Abdullah, his father, Dr Farooq Abdullah, and other senior NC leaders believe that the factional feud within the state unit of the Congress has given them the advantage of taking the PCC leaders besides the Congress ministers for a ride. Had not the state unit of the Congress been plagued by dissensions the NC leadership would have not dared to keep the much awaited cabinet expansion and allocation and reshuffle of portfolios, demand by the Congress, under the carpet. Invariably the Chief Minister and other NC Ministers have been taking important policy decisions without either informing the Congress ministers or without securing their consent. Hence the alliance is ailing.
This was not the case during the PDP-Congress alliance because Mufti Mohd.Sayeed used to avoid taking the Congress for a ride. He would consult the Congress while taking important decisions. Knowledgeable circles say that it was a personal relations a rapport between the Mufti and the Congress leaders in the state. Since 2009 Chief Minister, Omar Abdullah, has maintained personal relatons with people who matter in the Union Government and the AICC thereby ignoring the leaders of the state unit of the Congress which has led to friction and rift between the two sides.
