| Ultimately in evitable has happened. Another expensive futile exercise with nothing concrete to fulfil aspirations of people. One cannot expect any solution from a team alien to gro-und situation in the State, apparently with casual approach by the not so alien Central Government with intention to divert attention of people from failures of ruling State Governments. Apprehensions were at galore when three member team of interlocutors led by veteran journalist Dilip Padgoankar was appointed by UPA Government to find solution to the ongoing conflict in the State. The report submitted by much hyped academician, ex-information Commissioner and a journalist has confirmed the apprehensions. They assessed but interpreted the situation in the State as per the directions received. This report is an affirmation of some socio-economic and cultural realities wherein major issues of discrimination find only passing reference and mindless focus on certain issues dear only to the chosen few from Kashmir without understanding dangerous implications. Eventually, hea-vily rewarded (over Rs 50 crores) three chefs prepared political potpourri without any meaningful suggestion. More than a year back when these interlocutors were appointed they were termed as another gimmickry by the Central government and confusion remained that they were given some mandate while the members of the team kept on harping that they are not given any red line but free hand to assess the situation and find out the solution (on what? it remained a mystery). The New Compact, now, reflect different tones confirming pre-set agenda to please a few Kashmir centric voi-ces. In one of the round table conferences at Srin-agar I had chance to participate, sensing scri-pted show I was convinced that unbiased opinion will not emerge. A New Compact with people of Jammu & Kashmir has been rejected by eminent members of civil society and several political parties on valid gro-unds. Appointing an expert committee to review the Central laws extended to the State in post 1952 period, replacing temporary provision of article-370 by permanent provision, suggestion of Regional Councils with separate legislations, referring POJK as PAJK, dubbing Jammu as communal (indirectly) by stating that Muslim majority areas of Jammu would prefer to go with Kashmir, new controversy over definition of refugees, displaced persons and migrants, no concrete suggestion on migrated KPs, withdrawal of AFSPA-all is nothing but ridiculous diktats of master minds hell bent upon disintegrating the State. The New Compact reminds me the story of blind men and an elephant. Elephant is on rampage. Eyed men are still identifying elephant like object. Two crucial issues among others deserving deliberations have been ignored in the report- one, fresh delimitation and two-Permanent Residents Certificate (PRC). During discussion with Dilip Padgaonkar I made my point firmly clear that to remove discrimination with Jammu and have equity in development, fresh delimitation process is required and that imposed ban on conducting of any fresh delimitation process till 2026 has deteriorated the situation further. Fresh delimitation is possible if only the Government as well other political parties are sincerely serious to remove discrimination collectively. So the focus sho-uld be on fresh delimitation in favour of Jammu correcting the mathematical blunder of 37-46, root cause of several problems. Dilip Padgaonkar appeared convinced. The Report makes only a passing reference to ban on Delimitation process till 2026 without dwelling on any solution. The report submitted do not find space for infamous PRC which at various level is linked to Article-370 but it has traces to the separate constitution of the State. Mandatory PRC debars women of the state of their fundamental rights when they marry non-state subjects. The Kashmir Centric political parties in power and off the power have often made use of PRC as double edged weapon to divide the women of the state on communal lines and impressing women of Kashmir potentiality of PRC as protection to them from rest of India . While women from Jammu do not suffer from such fear psychosis. With apparent communal divide into Kashmiri women v/s Jammu wo-men, the Kashmir centric political parties have virtually created more confusion. This issue of PRC came up for discussion in the referred round table conference Chaired by Ms Radha Kumar. Since the PRC issue is linked to the separate Constitution of the State so it could not find space for discussion. The charges that the interlocutors were more worried about the youth of Kashmir than the unemployed youth of Jammu is not baseless as the mandate was not given to look at the concerns of Jammu. These issues are enough to point out that though the three experts met delegates from Jammu but Jammu was never their concern. Everybody who happened to be anybody clamouring concerns of Jammu though, was heard but the voice of Jammu did not find space in the report. Since the issues of PRC and fresh delimitation to correct mathematical imbalance of 37-46 are strong concerns of Jammu, so, were not deliberated. Not to adhere to the genuine voices of Jammu has become sadistic strategy of the ruling Government of State as well UPA. Many logics to support this can be given. Therefore, anything which suits Jammu will be ignored. This is open now. Interestingly the ruling potent procurators have maintained criminal silence over the issue. Every now and then they have been repeatedly uttering about their commitment to equitable development. Ask them how can equal development be achieved without correcting the imbalance of Constituencies ? My assertion is that too much time and money is wasted. People of Jammu now know the truth and truth is loudly calling attention of all the parties to be united on matter of fresh delimitation and other common concerns. Otherwise more elephants will continue to destroy remnants of this economically neglected State at the behest of more blind men deputed callously. |
