Bahu Fort- Kot Bhalwal Niabats to go hi-tech with 'SWCS'
6/26/2012 1:03:16 AM
SUMIT SHARMA
Jammu, June 25: Two Niabats of Tehsil Jammu namely the Bahu Fort and Kot Bhalwal are all set to become hi tech after a whooping number of 43091 service requests have been accepted and monitored through the Single Window Clearance System (SWCS) since its inception at Deputy Commissioner Jammu i.e. 12 June 2012. Pertinently the Single Window Clearance System (SWCS) was introduced in December 2010 by DCJammu Sanjeev Kumar Verma after enactment of Public Services Guarantee Act(PSGA) 2011, to streamline the delivery of public services, fixing accountability on the individuals at each level, providing better services to the citizens, to eliminate un-necessary delays and reduce corruption in lower levels of administration.
It needs here to mention Verma earlier during his tenure as DC Kathua initiated Single Window Clearance System (SWCS) in Kathua, sadly enough to say here that same got shut down after his transfer to Jammu.
If the sources are to be believed, the idea of hi tech was mooted in a meeting in DC office and the two Niabats are taken as trial basis. For the purpose two computers along with printers and scanners are being installed in both the Niabats. For the connectivity from both the Niabats to DC office, the proposal making contact to the BSNL has also been mooted.
To implement the Single Window Clearance System fully, the concerned Patwaris and Naib Tehsildars will undergo simple training of processing and the requests would be forwarded to them from DC office so that one can have easy access of the status of the requests he made.
In the meanwhile, demand for infrastructure has also been made to the government by the DCJammu to make the system more effective.
Initially, the Single Window System was established at a temporary location and subsequently, after getting appreciable response and obtaining additional funds to the tune of Rs 12 lakh from the CM Omar Abdhullah the SWS was made operational which proved beneficial for the common masses. Rampaul PDD employee posted in Canal Road, who came SWS for Farad in Bishnah situated land appreciated the working of SWS stating that no single penny except marginal prescribed government fees was paid by him to get the Farad.
The SWS is a check as no application was received without verification of documents and photograph captured of the applicant while processing the application.
Presently, two web based software systems have been designed, developed and implemented in the DC office Jammu by the National Information Centre district centre Jammu headed by Sanjay Gupta DIO for monitoring and supporting the various services.
