JAMMU, June 26: Mufti Mohammad Sayeed, who brought about the downfall of NC to form government in J&K in 2002, was today all out against the party over the issues of load shedding, alleged misgovernance, non-devolution of powers on panchayats, corruption and backdoor appointments, saying "Omar government's rhetoric does not match its actions". In the PDP workers' conference held here, he also assailed the government for not conducting elections to municipal corporations. "The government does not want to go for municipal polls because it knows that PDP is all set to increase its tally in Jammu from two to 10-15 this time," the Mufti asserted. They were scared of the growing graph of PDP's popularity among the masses. Their act of not holding elections to corporations was the result of their "narrow mindedness", he said. The elections to corporations were due since February 2010. Even the governor had announced in his address to the legislature that the process to hold elections to the corporations would be set in motion in April this year but nothing had so far been done to fulfill his commitment, he said. "Why so? Is J&K not part of India where democracy has been flourishing?" the Mufti asked. "What sort of government it is? Even in the assembly, comprehensive replies are not given to the queries of members. This government is totally unresponsive and insensitive towards the basic issues of the people," he asserted. "The government's rhetoric does not match its actions," the PDP leader regretted. He also criticised the functioning of district development boards (DDBs) and said these were not serving the purpose for which they were raised. The Mufti also touched the issue of load shedding in the winter capital and expressed his dismay over the long power cuts here. The govt needed to be pulled up for this, he added. "In this scorching heat, how could the people live and students study without electricity?" he asked. Apart from the irregular power supply, there were also other serious issues of "corruption", "crumbling of the administrative system" and non-devolution of powers on panchayats which just could not be ignored, he said. "Files do not move from one table to another and people are being made to suffer for no fault of theirs," he alleged, saying there was no transparency and accountability in the state administration. "During our time, the ministers did not act as officials and everything moved very smoothly," he said and added, "Our administration was good." He also alleged that the government had been making backdoor appointments in different departments. "I have heard that casual appointments are being made," he said and asked the government why it had not been advertising all such posts and filling them up, following the set procedure. The most important was, however, the issue of devolution of powers on panchayats. Statements in this regard were being made by the government almost every day but it had still not done anything to empower panchayats, the Mufti said, also holding the Congress equally responsible for it. "The Congress is part of the government in the state. Its silence over the issue means it is also not interested in empowering panchayats," he added. He said the projects taken up by the erstwhile PDP-Congress government had to be completed by the Omar government. While reminding the audience of the achievements of PDP-led government, he said, "We opened colleges at several places in the state; we took up steps to make operational the historic Mughal Road; we initiated the healing touch policy and also introduced several reforms." "What have they (NC) done? Nothing. They are vacuum," he asserted. "The steps taken by me as J&K chief minister were the result of my long political experience and the thought I nourished to bring back peace to the state," he said. He said when Sheikh was the chief minister of the state, he, as a Congress activist, used to visit the houses in the valley to strengthen the party with the Tricolour in his hands. "Us vakt hamein gandi naali ka keera kaha jata tha," he added and said he was the most secular person in the state. |
