| Tussle widens: Charak hits back on Harshdev | | “Meri muchon tak ko yahan discuss kiya tha” | |
Jammu, Feb 1 While admitting that he has spent departmental money on issuing Eid and Diwali greetings through print media, Minister for Roads and Buildings Gulchain Singh today hit back at Harshdev who had accused him of using state exchequer for his personal publicity. Charak while replying to a question by Yashpal Kundal during question hour in Legislative Assembly, here today, agreed that he had issued greetings through newspapers on various festivals saying that there is nothing wrong in it. He however, said that he never put up big hoardings at road crossings like other ministers including Harshdev himself. It is pertinent to mention here that Harshdev had accused Charak of using public money for personal publicity. Charak accused Harshdev of discussing his person saying that “Meri moonchoon tak ko Harshdev ji nein yahan discuss Kiya” (Harshdev ji discussed even my moustaches in the House) However, reacting to Charak’s allegations, Harsh Dev stuck to his point and said that issuing personal greetings at the cost of state exchequer was not correct. He said a Minister has every right to publicize achievements of his department, but he can not use public money for his personal publicity. Earlier, in reply to main question, Charak said that Rs 7.61 Lakh has been paid on account of advertisements other then tenders for Kashmir Division during last year. Soon after the Minister finished his reply Kundal raised the issue of misuse of public exchequer money by the minister in releasing greetings in the form of advertisement through R& B Department. He was joined by HarshDev Singh and the House witnessed chaos for some time as Singh even took out file cuttings of advertisements and showcased it in the house. Both the members were locked in verbal duel with Minister incharge for some time justifying their stand. ”This is unlawful, a minister cannot misuse public exchequer by way of releasing advertisements and messages on festivals” Singh said. In response, Gulchain Singh Charak stuck to his stand and maintained that there is no harm in greeting people on festivals by way of releasing advertisements. I have not committed any mistake, Minister said repeatedly sparking off fresh round of chaos. Senior NC leader Sharif Ud-Din Shariq also raised the issue of advertisements and hoardings and listed names of former ministers in the house who have placed hoardings at various vantage points in the city and at government buildings. He demanded that the practice should be stopped to check misuse of public exchequer.
